Overview
This program provides financial support to municipal bodies, non-profit organizations and cooperatives to make Quebec communities more welcoming and inclusive for immigrants and ethnocultural minorities. Funding supports collective projects such as intercultural rapprochement, anti-racism initiatives, regional settlement support, networking activities and training that strengthen sustainable establishment and full participation in French.

Activities funded
- Intercultural rapprochement activities between Quebecers of different origins.
- Initiatives supporting durable settlement of immigrants and ethnocultural minorities in regions in collaboration with local partners.
- Networking events between community actors (such as fairs and salons) to promote regional settlement outside the Montréal metropolitan area.
- Training and awareness-raising for local stakeholders on welcoming and supporting immigrants and recognizing Quebec’s plural society.
- Projects promoting intercultural harmony, anti-racism, recognition and welcome ceremonies, thematic events, and strengthening intercultural practices.
Documents Needed
- Duly completed and signed financial assistance application form provided by MIFI.
Eligibility
- For municipal stream: be a regional county municipality, local municipality or a city with special status (Montréal or Québec).
- For non-profit and cooperative stream: be a legally constituted non-profit or a cooperative whose mission aligns with the program objectives and that does not pay dividends or interest on member shares.
- For non-profits and cooperatives: be governed by a democratically elected board mostly composed of Quebec residents serving on a volunteer basis (except economic development organizations).
- For non-profits and cooperatives: have head office in Quebec, carry out most activities in Quebec, hold an annual general meeting, be registered and in good standing in the Quebec enterprise register, and have been active for at least 12 months.
- For non-profits and cooperatives: complete the lobbying activities declaration with MIFI and, if applicable, be compliant with the Lobbyists Registry before signing the funding agreement.
Who is eligible?
- Municipal regional county municipalities (MRCs).
- Local municipalities in Quebec.
- City of Montréal and City of Québec (special status cities).
- Legally constituted non-profit organizations based in Quebec.
- Cooperatives that do not pay dividends or interest on member shares.
Who is not eligible
- Organizations that do not meet the legal non-profit or eligible cooperative status requirements.
- Entities not registered or not in good standing in the Quebec enterprise register (for non-profits and cooperatives).
- Organizations that have been active for less than twelve months (for non-profits and cooperatives).
Eligible expenses
- Labour costs, including salaries and social benefits for project staff.
- Professional fees and honoraria for external resources.
- Purchase or rental of equipment and rental of premises for project delivery.
- Purchase of materials, promotion and communication costs, and travel expenses related to activities.
- Administrative costs up to 10% of total eligible expenditures and other approved project-related expenses.
Eligible geographic areas
- All administrative regions of Quebec.
Selection criteria
- Alignment of proposed activities with the program’s objectives and eligible activities.
- Assessment of eligible expenditures and the organization’s financial contribution.
- Consideration of similar projects funded by the Ministry in the same territory.
- Presence of other funding sources and the reach of activities based on performance indicators (e.g., number of participants, activities and duration).
- Application of equity between comparable organizations and across regions.
How to apply
- Step 1: Obtain Application Form
- Contact the regional immigration advisor for your territory to request the official financial assistance application form.
- Step 2: Prepare Application
- Complete the prescribed application form, providing all required information about your organization and project.
- Ensure the form is duly filled in and signed by an authorized representative.
- Step 3: Submit Application
- Send the completed and signed application form to MIFI by the deadline (date and time) specified in the instructions transmitted to your organization.
- Submit within the applicable call for proposals period, except for sub‑stream 2B where applications are received on a continuous basis.
Additional information
- Financial assistance agreements have a maximum duration of three years.
- Calls for proposals follow an annual calendar set by the Ministry of Immigration, Francisation and Integration.
- Mid‑year, annual and final progress reports are required from funded organizations.
- The program is complementary to other MIFI funding such as the Integration Support Program.
