Overview
This program offers financial assistance to municipal organizations, non-profits and cooperatives to strengthen welcoming and inclusive communities for immigrants and ethnocultural minorities. Funding supports collective projects such as intercultural activities, networking, training, anti-racism initiatives and events that foster sustainable settlement and full participation in Quebec society in French.
Activities funded
- Intercultural rapprochement activities between Quebecers of different origins.
- Initiatives supporting sustainable settlement of immigrants and ethnocultural minorities in regions in collaboration with local partners.
- Networking among community actors to promote regional settlement of immigrants and ethnocultural minorities through fairs, salons and large promotional events.
- Training and awareness activities to equip local stakeholders for welcoming and accompanying immigrants and to recognize the plural nature of Quebec society.
- Thematic and commemorative events, recreational intercultural activities, welcome and recognition ceremonies, anti-discrimination and anti-racism initiatives, and projects strengthening intercultural practices.

- Duly completed and signed financial aid application form.
Eligibility
- Be a regional county municipality, local municipality or city with special status (Montréal or Québec) for Stream 1.
- Be a legally constituted non-profit organization whose mission aligns with the program’s objectives, or a cooperative meeting the specified conditions for Stream 2.
- Have a board of directors elected democratically, mainly composed of Quebec residents volunteering their services (except economic development organizations) for Stream 2.
- Have headquarters in Quebec, carry out most activities in Quebec, hold an annual general meeting in Quebec, and be duly registered and in good standing in the Quebec enterprise register for Stream 2.
- Have been in operation for at least twelve months and, where applicable, comply with lobbying declaration and registration requirements before signing the financial assistance agreement.

- Regional county municipalities (MRCs).
- Local municipalities.
- Cities with special status (Montréal and Québec).
- Non-profit organizations active in relevant community sectors.
- Cooperatives meeting the program’s conditions.
Who is not eligible
- For-profit organizations or cooperatives that pay refunds or interest on members’ shares.
- Organizations whose head office is not in Québec or that do not carry out the majority of their activities in Québec.
- Organizations that are not registered or not in good standing with the Québec Enterprise Register.
- Organizations that have been operating for less than twelve months.
Eligible geographic areas
- Organizations located in all administrative regions of Quebec.
Selection criteria
- Suitability of the project with the program’s objectives and the needs of the communities.
- Relevance of the budget and eligible expenses in relation to the planned activities.
- Scope of the activities according to the result indicators (number of people targeted, number and duration of the activities).
- Presence of other sources of funding and balance of financial support between organizations and between regions.
How to apply
- Step 1: Obtain Application Form
- Contact the regional immigration advisor for your territory to request the financial assistance application form.
- Step 2: Complete Application Form
- Fill in the official application form provided by the Ministry.
- Ensure the form is duly completed and signed by the authorized representatives.
- Step 3: Submit Application
- Send the completed and signed form to the Ministry of Immigration, Francisation and Integration (MIFI).
- Respect the deadline (date and time) indicated in the call for proposals instructions or, for Stream 2B continuous intake, submit according to the specified terms.
Processing and Agreement
- Applications are received as part of calls for proposals on the dates set by the MIFI.
- Financial assistance is calculated based on the budget, eligible expenses, financial contributions, and the scope of the activities.
- Funding is granted within the limits of the annual budget and after the conclusion of a financial assistance agreement.
Additional information
- Financial assistance agreements can have a maximum duration of three years.
- The number of projects funded depends on the program’s annual budget.
- Reporting templates (mid-year, annual and final reports) are provided separately for municipal organizations and for non-profits and cooperatives.
- Calls for proposals follow a specific annual calendar published by the Ministry.
