  • Costs incurred before approval
  • Vehicles and other non-fixed equipment
  • Taxes, legal fees, audit fees, and interest
  • Operating costs, rent, utilities, salaries, and routine maintenance
  • Land purchase, fundraising, and recipient travel
  • Projects or project costs that are funded by another Ontario provincial program

Processing and Agreement

  • Applications are first checked for completeness and eligibility.
  • Eligible applications are then assessed against program criteria such as community need, community support, economic impact, service gaps, capacity, and value for money.
  • Applicants are notified in writing of the decision.
  • Successful applicants receive a conditional letter and must sign a transfer payment agreement before funds are released.
  • Recipients must report on project progress and may be subject to review or audit.

  • Only one application is allowed per stream.
  • Applications must be submitted through Transfer Payment Ontario (TPON).
  • Late or incomplete applications will not be accepted.
  • No appeal process is available for unsuccessful applicants.
