  • Unincorporated community organizations with a registered charitable financial sponsor.
  • Non-profit organizations located in Durham Region.

  • Hospitals and post-secondary education institutions.
  • Organizations whose services depend on religious or political participation.
  • Government or government-based organizations applying alone.
  • Projects at provincial or national scale without a Durham-based branch and clear local benefit.

  • Professional and consultant fees for organizational plans, strategies, or policies.
  • Staff training and development costs.
  • Program evaluation or assessment costs.
  • Staff salaries, rent, supplies, and technology.
  • Marketing and communication activities.
  • Financial sponsor fees, if applicable.

  • Religious or political activities, including proselytizing.
  • Capital construction or major capital infrastructure projects.
