Eligibility

Who is eligible?

  • Registered non-profit organizations

Who is not eligible

  • For-profit organizations.
  • Political organizations or organizations engaged in political activities, including rallies, endorsing candidates, lobbying, or advocating for specific government policies or legislation.
  • Federal and provincial governments and affiliated bodies.
  • Organizations that have overdue or incomplete accounting or reporting requirements related to any grant previously awarded by the Municipality.
  • Organizations that do not demonstrate adherence to policy, strategic priorities, and relevant outcome measurements, or that do not meet the minimum eligibility requirements.

Eligible expenses

  • All direct capital expenses that are directly related to the capital project.
  • Planning and design costs.
  • Construction and acquisition costs.
  • Land purchase costs.

Ineligible Costs and Activities

  • Salaries for administration or program staff that are not directly tied to the capital project.
  • Fundraising or marketing costs.
  • Expenses incurred before grant approval, including retroactive costs.
  • Routine maintenance and repairs.
  • Debt repayment, interest or depreciation of assets, and occupancy costs such as rent and utilities.

Selection criteria

  • Applicant Capacity — 25%: ability to manage and deliver the project, including past grant compliance, mission alignment, financial sustainability, leadership, and governance.
  • Project Feasibility — 25%: clarity, scope, and uniqueness of the application, with community support through partnerships, other funding sources, and volunteer involvement.
  • Evidence of Community Need — 25%: whether the application demonstrates an existing community need aligned with project goals.
  • Contribution to Community Resilience — 25%: anticipated impact and evaluation methods, including past success with CIP funding for experienced applicants and proposed outcome measurements for new ones, plus partner collaboration to enhance impact.
  • CIPAC selects successful applications based on scoring, community impact, and available budget.

How to apply

  • Read the CIP Policy and Program Guidelines before applying.
  • Request a pre-application meeting by emailing CIP@rmwb.ca with your organization name, a brief description of the proposal, and your availability.
  • Wait for CIP to email you when the application is available in the CIP Grant Portal.
  • Log in to your CIP Grant Portal account and complete the application, answering all mandatory questions.
  • Submit the completed application through the CIP Grant Portal and attach the required financial statements and supporting documents.

Processing and Agreement

  • CIP reviews applications for eligibility and completeness and requests revisions when key information is missing.
  • Eligible and complete applications move to Stage 2, where CIPAC reviews and scores them using Appendix A3.
  • CIPAC may request clarifications with strict deadlines, and information will not be accepted after the deadline.
  • CIPAC selects successful applications based on scoring, community impact, and available budget, and applicants are notified by early December 2025.
  • Grant agreements are issued, and before funds are disbursed the applicant must verify that at least 50% of the total capital project cost has been secured; funds are then disbursed in installments based on project milestones.
  • Grant recipients must submit a Certificate of Insurance, Quarterly Status Reports, a Capital Project Costing Report, and signed Financial Statements according to the Grant Agreement.

  • The program is intended to promote sustainability and reduce long-term reliance on municipal grants.
  • Applicant Evaluation is available upon request within 2 weeks of notification.
  • There is no appeal process for CIPAC’s decisions.
