Eligibility

Who is eligible?

  • Registered owners and assessed owners of land and buildings within the Community Improvement Project Area
  • Tenants of land and buildings within the Community Improvement Project Area
  • Any person to whom such an owner or tenant has assigned the right to receive a grant or loan

Eligible expenses

  • Fees paid on specified planning and development applications
  • Cash-in-Lieu of Parking fees
  • Town development charges
  • Second unit renovation and construction costs, including retrofits, coach houses, and legalization of an existing unregistered second unit brought up to Code
  • Environmental Site Assessment(s), Risk Assessment, Remediation and monitoring plan; rehabilitation to permit a Record of Site Condition filing; compliance with a certificate of property use; eligible building improvements or works for universal design or sustainable design

Ineligible Costs and Activities

  • Costs incurred before an approved agreement is signed
  • Works started before application submission
  • Costs already covered by the same program twice
  • Security deposits and cash-in-lieu payments under the Fees Grant Program

Eligible geographic areas

  • Downtown Cobourg, including the downtown core bounded roughly by Durham Street to the west, College Street to the east, James Street to the north, and the Cobourg Waterfront and Marina along the southern edge

Selection criteria

  • The Rental Housing Development Charge Grant Program uses a sliding scale, and demonstrating achievement of certain criteria can result in a higher proportion of the development charge grant.

  • Step 1
    • Prepare the application and supporting documents.
    • Submit the application before any work begins.
  • Step 2
    • Town staff reviews the application for completeness and eligibility.
    • Additional information may be requested.
  • Step 3
    • Application is assessed by staff and, where required, forwarded for Council approval.
    • An agreement may be required before funding is confirmed.
  • Step 4
    • Complete the approved work and provide proof of completion and costs.
    • Funding is then issued according to the program rules.
