- Deficit reduction, fundraising, conference, and membership fees
- Alcohol, tobacco, cannabis, fireworks, and single-use plastic products
- Major capital expenditures, travel, and accommodation
- Projects charging admission or registration fees, or promoting political or religious activity

Processing and Agreement
- Applications are reviewed by the Community Development team and, when needed, other internal departments.
- The review process may take up to eight weeks.
- Successful applicants must sign a funding agreement before receiving payment.
- Unsuccessful applicants may receive follow-up, and appeals can be reviewed by the Director of Recreation and Culture.
- A final report is required within 60 days after the project ends.

- Applications are reviewed on a first-come, first-served basis.
- Applications should be submitted at least two months before the project date.
- Projects in April and May are prioritized in the review process.
- Receipts or proof of purchases must be kept for 12 months.
