- Salaries of education network staff or teacher release costs
- Payments to participants
- Capital expenses, debt financing, or loan repayments
- Religious activities or expenses that do not comply with state secularism
- For projects: regular operating costs, property purchases or renovations, and non-required computer equipment

- Eligibility under the program rules
- Proof of need to be addressed
- Consistency between the need, the expected result, and the planned actions
- Overall clarity of the proposal
- Consistency of the budget planning with the planned activities
How to apply
- Step 1: Complete the application form
- Fill out the prescribed electronic form.
- Prepare the required supporting documents for the relevant stream.
- Step 2: Submit the application
- Send the completed form and required documents electronically.
- Submit the file by the applicable deadline or within the annual call for projects.
- Step 3: Wait for review
- The Ministry reviews the file and informs the applicant in writing of the decision.
- Step 4: Sign the funding agreement
- If approved, sign the funding agreement before any payment is made.
Processing and Agreement
- Applications are reviewed by the Ministry and applicants are informed in writing of the decision
- Approved applicants must sign a funding agreement before receiving payment
- Mission-support files may be classified as complete, follow-up, or suspended during review
- Project funding for longer projects is paid in two instalments, with a mid-term report review for the second payment
- The Ministry may verify requests and reduce or withdraw funding if conditions are no longer met

- The program runs until June 30, 2028.
- Applicants are notified in writing of the Ministry’s decision as soon as possible.
