- Institutions with CFI College Fund, Innovation Fund, or JELF eligibility, depending on the stream.
Who is not eligible
- Institutions that are not CFI-eligible.
- Projects that have already undergone full or partial RCP and CFI review for EO.
- Applications declined by the CFI are removed from the competition.

- Capital or operating costs for approved residual-fund spending.
