Who is eligible?
- Canadian-controlled nonprofit corporations
- Screen sector organizations incorporated under federal or provincial legislation
- Organizations with a board of directors and at least one staff member
- Nonprofit screen organizations serving Indigenous, Equity-Deserving, and Regional communities
Who is not eligible
- For-profit organizations
- Government, quasi-government, or government agencies
- Other funding bodies
- Organizations in poor standing or default with the CMF
- Organizations whose primary mandate is outside the Canadian audiovisual sector
Eligible expenses
- Consulting and expert fees
- Contract positions tied to eligible activities
- Software and technical costs
- Design, translation, and interpretation
- Outreach, travel, accommodation, per diems, and rental costs directly related to the activity
- Administrative expenses up to 15% of the total budget
Ineligible Costs and Activities
- Core business, operating, and overhead costs
- Content development, production, post-production, or distribution
- Training delivery, events, panels, exhibitions, showcases, or festivals
- Equipment purchases, capital assets, publications, and websites
- Taxes recoverable by the applicant and union dues, fines, penalties, or prizes

How to apply

- Review the Sector Development Support Program—Organizational Advancement Guidelines and all application materials.
- Confirm that your organization meets the eligibility requirements and that the proposed activity fits the stream.
- Contact the CMF if you need clarification on eligibility, access, or technical support.

Prepare account and documents
- Create or update your Dialogue account before the deadline.
- Gather the required application documents, including the Activity Proposal, Activity Budget, certificate of incorporation, audited financial statement, bylaws, organizational chart, and activity timeline.
- Collect any optional strategic plans, annual reports, accessibility, sustainability, or EDIA plans if applicable.

Complete the application
- Complete the Dialogue application form online.
- Fill in all required fields and attach the signed supporting documents in the required formats.
- Make sure board members and key personnel have PERSONA-ID numbers when required.

Submit before deadline
- Verify that all information is complete and accurate before submission.
- Save or print a copy of the application for your records.
- Submit the application in Dialogue before July 10, 2026 at 11:59 PM ET.

Await funding decision
- Wait for the CMF decision, which is usually communicated by email or Dialogue notice about 10 to 12 weeks after the deadline.
- If approved, sign the offer letter and financing agreement.
- Follow the payment schedule and reporting requirements set out by the CMF.
Processing and Agreement
- Applications are reviewed after the deadline on a selective, juried basis
- Decisions are communicated by email or through Dialogue about 10 to 12 weeks later
- Successful applicants receive an offer letter and a financing agreement
- Funding is released after the agreement is executed and required reports are delivered
