Eligibility

Who is eligible?

  • Manitoba government entities
  • Municipalities and municipal entities
  • Indigenous recipients, including for-profit entities
  • Not-for-profit organizations
  • Canadian public sector bodies or boards, research and academic institutions, and for-profit businesses

Eligible expenses

  • Salary and benefits for project-related staff
  • Professional services, monitoring, audit, and reporting costs
  • Materials, supplies, printing, and distribution
  • Equipment and capital asset purchase or rental
  • Contractors, training, and eligible taxes not reimbursable elsewhere

Ineligible Costs and Activities

  • Costs for cancelled or withdrawn projects
  • Land, buildings, real estate, and most equipment leasing costs
  • Financing charges, legal fees, and loan interest
  • Taxes or other costs that are eligible for a rebate
  • Costs incurred before April 1, 2025 or after March 31, 2029

Processing and Agreement

  • Applications are screened for completeness, eligible activities, and funding rules.
  • Eligible applications are evaluated on merit, including project risks, viability, GHG reductions, co-benefits, and net-zero alignment.
  • Applicants are notified of the selection decision by email.
  • Approved projects require a grant funding agreement before funding is awarded.
  • Selection decisions are final and there is no appeal process.
