Clean Fuels Fund - Building New Domestic Production Capacity

• A fully completed application form
• Supporting documents
• A dated and signed attestation from an authorized representative
• Audited financial statements for the last three years, plus the independent auditor's report when available; private companies without audited statements must have interim statements certified by the CFO or another designated representative
• For businesses operating for less than three years, a guarantor must provide at least three years of audited financial statements; business plans for production projects must include a cost estimate of at least AACE Class 3

Who is eligible?

• Legal entities validly incorporated or registered in Canada, including not-for-profit and for-profit organizations

Eligible expenses

• Salaries and employee benefits
• Professional services, including engineering, installation, construction, contracting, training, data collection, maintenance, printing, logistics, commissioning and equipment testing
• Capital expenses, including environmental impact studies, permits and licence fees, rental costs, upgrades and modernization of existing assets, IT, and other infrastructure or equipment
• GST, PST or HST, net of any tax refund the beneficiary is eligible to receive
• Indirect costs up to 15% of eligible expenses, and reasonable travel costs such as lodging, meals and transportation

Ineligible Costs and Activities

• Land purchases, fines and penalties, and lobbying activities to obtain contribution funding
• Costs incurred between the conditional approval letter and the day before the contribution agreement is signed
• In-kind contributions
• Travel for activities that are not essential to project advancement, such as conferences
• Storage, distribution pipelines, and systems that only facilitate end-use integration; solid clean fuels, including solid biofuels such as wood pellets, and biomass feedstock collection, transport and processing

• Applications that pass completeness and mandatory-information checks are evaluated against the program's merit criteria before investment committee review.

• Submit a complete application package through the Transport and Decarbonization of Fuels Programs portal.
• Include a fully completed application form, supporting documents, and a dated and signed attestation from an authorized representative.

• The program uses continuous intake, and applications are reviewed as they are received.
• Applications go through four stages: completeness review, mandatory information review, merit criteria review, and investment committee review.
• Incomplete applications are rejected.
• Applicants are notified with conditional approval or refusal letters after the merit criteria review.
• Successful proposals receive a conditional approval letter and enter contribution agreement negotiations, during which additional due diligence may request confirmations, clarifications or financial details; failure to provide requested information or meet program objectives may lead to rejection.
