Who is eligible?

  • Owners of property types other than single-family homes, duplexes, triplexes, or fourplexes

Eligible expenses

  • Professional home plumbing assessment
  • Backwater valve installation or replacement, including alarms
  • Sump pump installation or replacement, including alarms and battery backup power
  • Foundation drain (weeping tile) severance and capping

Ineligible Costs and Activities

  • Downspout disconnection from the eavestrough system.

How to apply

  • Step 1: Prepare the work
    • Verify that the contractor and any subcontractors hold a valid City of Toronto business licence.
    • Complete the eligible flood protection work.
  • Step 2: Gather required support documents
    • Collect the original electronic invoice(s) from the contractor and any subcontractors.
    • For a home plumbing assessment, include the completed assessment form.
    • For a sump pump, include photos of the installed system and discharge pipe.
  • Step 3: Submit the online application
    • Complete the Basement Flooding Protection Subsidy Program online application.
    • Upload the required documents and submit the application.
  • Step 4: Wait for review
