Eligibility
Who is eligible?
- Registered charities with the Canada Revenue Agency.
- Registered non-profit societies registered for at least two years at the time of application submission, with a written agreement with an intermediary organization included if they are not a registered charity.
- Community organizations offering socially beneficial services or programs in the City of Kelowna.
Who is not eligible
- Organizations whose mandates, operations and activities are not consistent with the program objectives, description and/or eligibility requirements.
- Organizations with outstanding indebtedness to the City of Kelowna, or that have not fulfilled reporting requirements for any previous grants from the City of Kelowna.
- Unincorporated committees, groups, collectives or individuals.
Eligible expenses
- Core operating activities and related operating expenses.
- Costs for special events, short-term projects, or programs.
- Emergency support for organizations facing a financial crisis.
Ineligible Costs and Activities
- Trade shows or commercial/business activity, fundraising activities, and programs primarily providing for recreation or leisure time pursuits.
- Projects which already receive financial or in-kind support, including site provision, from other City of Kelowna sources, and retroactive funding for activities which have already occurred.
- Deficit reduction, bursaries or scholarships.
- Activities focused on politics, education, religion or advocacy, and programs which offer direct financial assistance to individuals or families.
- Programs which duplicate services that fall within the mandate of a senior government agency, and major building or other major capital projects.

Selection criteria
- Respond to one or more of the social development priorities.
- Demonstrate an evidence-based approach to improving social well-being and respond to dynamic community needs based on local research and/or community strategies.
- Demonstrate collaboration with other service providers and/or partners in the community.
- Provide clearly defined timelines and measurable performance targets to evaluate impact.
- Demonstrate how the project/program will lead to sustained improvements and provide a clear plan for future funding from other sources.

- By the deadline of February 27, 2026 at 3:30pm, submit an electronic copy of the application form, including signatures, and required support materials through the online portal.
Processing and Agreement
- Applications are reviewed by the program administrator after submission.
- Applicants are expected to receive a response around mid-April for the Community Social Development Grants stream.
- Emergency Grants are ongoing and may be considered as needed.
