- Licensed, non-profit child care operators with a City of Cornwall service contract
- Child care programs enrolled in CWELCC
Who is not eligible
- Unlicensed child care providers
- For-profit operators for general operating grant funding
- Programs without the required City of Cornwall service contract, where applicable
- Cook, custodial, and other non-program staff positions for wage enhancement
Eligible expenses
- Wages and benefits for eligible child care staff
- Minor repairs, renovations, and leasehold improvements for child care facilities
- Play materials, equipment, furnishings, and non-consumable supplies
- Professional development, travel, meals, and accommodations for approved capacity-building activities
- Operating costs such as utilities, administration, transportation, nutrition, and maintenance
Ineligible Costs and Activities
- Bonuses, gifts, and honoraria to staff, except retroactive wage increases maintained the following year
- Debt costs, including mortgage and operating loan payments
- Property taxes
- Non-arm’s-length transactions not at fair market value
- Professional membership fees paid on behalf of staff
