Selection criteria
- Project plan: a coherent, realistic, and measurable plan with sufficient resources, capable leadership, and environmental sustainability; up to 25%
- Beneficiaries: clearly identified Canadian beneficiaries, a clear explanation of the digital divide, and demonstrated beneficiary involvement in project development; up to 20%
- Community support: community-led work with transparent stakeholder participation and three strong support letters from community partners or beneficiaries; up to 20%
- Results: specific, tangible, measurable, realistic, and sustainable outcomes beyond the funding period; up to 15%
- Budget: a reasonable and detailed budget with CIRA-specific costs identified and other funding shown, including up to 15% for administrative support; up to 20%

Processing and Agreement
- CIRA will review the applicant’s status, eligibility, project fit with the funding areas, and required documentation after submission.
- If there is a problem, CIRA will notify the applicant within two days of receiving the application.
- Any missing details must be provided before March 18, 2026 at 2 p.m. ET.
- Only complete eligible applications received by the deadline will be reviewed by the grants evaluation committee, which uses the evaluation rubric and makes recommendations to CIRA’s board for the final decision.
- Applicants selected for funding will be informed in June and will receive an approval letter and contract.
- Funds are released after the contract is signed.

- Preference is given to initiatives that benefit northern, rural, and Indigenous communities.
- Preference is also given to initiatives that benefit students from kindergarten to grade 12 and post-secondary levels.
- Projects may have a broader impact, but must benefit Canadians.
