ChildCareBC Maintenance Fund — Emergency Repair and Replacement

• A detailed rationale describing the emergency circumstance and its impact on children’s health and safety or risk of immediate facility closure
• Documentation proving the emergency circumstance, such as an inspection report, incident report, insurance report, bylaw officer report, fire-safety inspection report, home or building inspector report, or lead test results
• The facility’s number of licensed child care spaces by care type, as shown on the licence
• Two separate written quotes or estimates from two different companies for each requested expense
• A current copy of the facility’s valid Community Care and Assisted Living Act licence and the organization’s CCOF Identification Number

Who is eligible?

• Not-for-profit licensed child care providers, including local governments, school boards, health authorities, public institutions, Indigenous governments, not-for-profit societies, and Indigenous not-for-profit societies.
• For-profit licensed child care providers, including limited companies, incorporated companies, sole proprietors, and partnerships.

Who is not eligible

• Licence-Not-Required, Registered Licence-Not-Required, Childminding, Occasional Child Care, Recreational Care, and residential care licences.

Eligible expenses

• Washrooms: fixtures, toilets, sinks, and related skilled labour costs
• Major systems: furnace or HVAC system, hot water tank, damaged roof, building foundation, sump pump, flooring, windows, doors, asbestos removal or encapsulation, electrical wiring upgrades, and plumbing
• Accessibility equipment and safety equipment: wheelchair ramps, lifts, automated doors, modified bathroom equipment, modified chairs and tables; fire alarms, exit signs, fire doors, damaged car seats, radon detectors, and NSF/ANSI certified faucet mount filters for lead treatment in drinking water
• Furniture and equipment: strollers, room dividers, cribs, cots, highchairs, and baby gates
• Permanent outdoor fixtures and outdoor play equipment: fencing, resilient ground covering, and repair or removal of damaged outdoor play equipment

Ineligible Costs and Activities

• Any costs or expenses incurred prior to funding approval
• Small appliances and major appliances
• Change tables, indoor play structures, large educational materials, and replacement of outdoor equipment
• Office furniture and equipment, cleaning services and supplies, security alarm systems, insurance deductibles, first Aid and Earthquake Kits, expired fire and life safety equipment, sun shelters, locking medicine cabinets, and free-standing or window-mounted air conditioners
• Consumable art and office supplies, signage, painting, toys, books, housewares, textiles, electronics, vehicles, lawn mowers, garden supplies, deposits on leases and rentals, and staff wages or salaries

• Requests are reviewed on a case-by-case basis.
• The rationale provided is assessed.
• Evidence of the emergency circumstance is assessed.
• The reasonability of the request is assessed.
• Whether the cost is outside routine and regular service is assessed.

• Review the eligibility requirements, the exclusive list of eligible expenses, and the additional information, including the Terms and Conditions.
• Gather the mandatory documents and required information.
• Complete the ChildCareBC Maintenance Fund Application form and submit it online with all mandatory documents.

• Complete applications with all mandatory documents are placed in the processing queue in date order received.
• Incomplete applications are not placed in the processing queue and may be delayed or found ineligible.
• After funding approval, recipients of emergency repair and replacement funding must submit a Financial Reconciliation Report and proof of payment within 60 business days.
• If the reconciliation does not reflect approved items, the Ministry may request follow-up information.

• A completed and submitted application indicates acceptance of all terms and conditions.
• The Ministry may verify application information and may disqualify applications containing misrepresentations or other inaccurate, misleading, or incomplete information.
