CWELCC cost eligibility rules updated
The new March 2025 CWELCC Principle-Based Cost Eligibility Policy and Procedure adds a principle-based test for eligible costs, using attributable, appropriate, and reasonable criteria. It also lists excluded costs such as owner perks, costs funded by other public sources, penalties, and costs tied to ineligible children. The policy now requires standardized financial reports, mid-year and year-end financial information, an annual attestation, and supporting receipts or quotes when needed. Purchases over $25,000 now require three quotes and prior County approval through the CWELCC Cost-Based Purchase Request Form sent to CEYD@wellington.ca.
