- Governance approval from a board or equivalent governance or oversight body
- Project objectives/goals, project plan and timeline, learning and evaluation expectations, and project contributors
- Project budget, quotes for services if applicable, confirmation of additional funds if applicable, and proof of a collaborative agreement from the key partners for mergers or structured partnerships
