Carter Scholarship program, 1994: Procedures and conditions of award

Who is eligible?

• Secondary schools in participating Ontario jurisdictions
• Students enrolled in participating public or Catholic school boards

Who is not eligible

• Students who have already received a Carter Scholarship

Eligible geographic areas

• Participating jurisdictions in Ontario, including Brant, Bruce, Durham, Elgin, Essex, Windsor, Grey, Haldimand, Hastings, Huron, Kent, Lambton, Lanark, Leeds and Grenville, Lincoln, Middlesex, London, Niagara South, Norfolk, Northumberland and Newcastle, Oxford, Perth, Renfrew, Simcoe, Stormont, Dundas and Glengarry, Waterloo, Wellington, Wentworth, Hamilton, York, East York, Etobicoke, North York, Scarborough, Toronto, City of York, and York Region.

• Highest aggregate standing among eligible students.
• Academic results from the eligible school years are considered.
• Marks from repeated courses are not counted.

• Step 1: School-level candidate review
  • Principals identify scholarship candidates.
  • Send each candidate’s name, aggregate standing, and Ontario Student Transcript to the director of education.
• Step 2: Jurisdiction review
  • Directors of education compare candidates across semestered schools, June graduates, and summer school students.
  • Prepare one set of recommendations for the jurisdiction.
• Step 3: Submit to the Ministry
  • Forward the recommendations and one Ontario Student Transcript for each candidate to the Ministry of Education in Toronto.
  • Have all relevant directors sign the recommendations if more than one board is involved.
• Step 4: Receive award cheques
  • After eligibility is confirmed, cheques are sent to the directors of education.

• Schools forward candidate information and transcripts to the director of education.
• Directors of education review candidates and send recommendations to the Ministry.
• If students from more than one board are eligible, all involved directors must sign the recommendations.
• After eligibility is confirmed, award cheques are sent to the directors of education.

• Scholarships are divided among the top three students in each jurisdiction.
• If two or more students have the same standing, the Ministry decides how funds are distributed.
• Schools must send candidate names, standings, and Ontario Student Transcripts to the director of education.
• Directors of education submit recommendations and transcripts to the Ministry of Education.
