Eligibility
Who is eligible?
- Canadian-controlled companies with their head office in Canada and carrying on business in Canada in the film, television or digital media sectors.
- National training institutes whose primary mission is to organize career development activities in the audiovisual industry and that have already received Telefilm funding.
Who is not eligible
- Primary and secondary schools.
- Cégeps, universities and colleges.
- Eligible applicants under the prequalified stream cannot submit an application to the selective stream.
Eligible expenses
- Programming: salaries and employee benefits, consultant fees, fees for trainers, mentors or programmers, as well as travel and accommodation.
- Communication and promotion: salaries and employee benefits, consultant fees, promotional materials, digital and social media, advertising, website management, internet, translation and proofreading.
- Production: freelancers and contract labour, technical crew, permits, venue, equipment or vehicle rentals, networking, prizes and discounts, catering, insurance, waste management, source reduction, reuse and accessibility services.
- Administration: direct and reasonable administrative costs, including certain operating costs and capital expenditures calculated on a pro rata basis and directly linked to the funded activity.
Ineligible Costs and Activities
- Conferences.
- Congresses.
- Awards ceremonies.
- Career development activities that take place only during the duration of a film festival, that are organized by the same organization as the festival and for which the festival has received funding under the Medium- and Large-scale Festival Support Program or the Festivals Support Program – General Admission.

Selection criteria
- The activity’s alignment with the program objectives and its impact on participants.
- The targeted skills or knowledge gaps and the expected concrete outcomes.
- The scope of the activity, including its duration, the number of participants, their career stage, the type of activity and confirmed partnerships.
- The innovative and relevant nature of the activity, particularly in terms of content, programming, partnerships, international reach, use of digital platforms or training in new technologies or practices.
- Organizational and operational capacity, key staff experience, compliance with contractual obligations, as well as possible priority given to hybrid or in-person activities, activities targeting mid-career or well-established individuals, a fair and balanced portfolio by region and diversity of voices, and activities intended exclusively for historically underrepresented groups; a one-third allocation of funding could also be considered for activities in French.
How to apply
- Applications must be submitted during the application period corresponding to the planned start date of the activity.
- Applications must be submitted online via Dialogue.
- Each application must be accompanied by the documents identified in the list of required documents available on the program website.
- A separate application must be submitted for each activity requesting funding.
- New applicants are invited to contact a member of the outreach team before applying.
Processing and Agreement
- All applications are assessed to verify their compliance with the program objectives.
- Applications under the selective stream are assessed according to the scope, depth and relevance of the information provided.
- Eligible applicants under the prequalified stream receive, before the program opens, a notification indicating the amount of funding for which they are eligible.
- Telefilm may assess the optional declaration form to determine whether an activity may receive additional funding.
- The funding contract must be signed by a duly authorized person; if the signatory changes before the final cost stage, Telefilm must be notified by email with the name and address of the new signatory.

Next application period: November 3, 2026 at 8:00 a.m. EST to November 17, 2026 at 11:59 p.m. EST, for activities starting April 1–September 30, 2027. Previous intake: June 2–18, 2026. Under the prequalified stream, the additional amount of up to $25,000 requires confirmed partnerships with expert organizations.
