Processing and Agreement
- The plan can be modified if conditions or decisions change.
- Regular independent financial audits may be conducted.
- Local governments must provide annual financial reports, progress reports, completion reports and a state of infrastructure report every four years.
- Asset management and capital renewal plans must be published for public access.
- When a local government sells or removes an asset funded by the capital renewal fund, it must reinvest its value or the funded portion into another eligible project that benefits the community.

- The local government and rural district assessment base excludes the value of properties owned by the local government and other properties exempt from taxation.
