2026 Fiscal Capacity Funding, Capital Renewal Funding, and Assessment for Taxation

Eligibility

Who is eligible?

  • Local governments

Eligible expenses

  • Study, planning and design costs
  • Interim debt-financing charges attributable to an eligible capital project
  • Cost of capacity building

Ineligible Costs and Activities

  • costs incurred before January 1, 2026
  • new development (e.g., new water line extensions, building addition)
  • routine repair and maintenance (e.g., fixing potholes)
  • land purchases or legal fees
  • recoverable taxes

Processing and Agreement

  • The plan can be modified if conditions or decisions change.
  • Regular independent financial audits may be conducted.
  • When a local government sells or removes an asset funded by the capital renewal fund, it must reinvest its value (or the funded portion) into another eligible project that benefits the community.

Additional information

  • Payments are made twice a year, by the end of January and July.
  • Local governments must submit a four-year capital renewal plan that can be modified if conditions or decisions change.
  • Local governments must provide annual financial reports, progress reports, completion reports, and a state of infrastructure report every four years.
  • Asset management and capital renewal plans must be published for public access.
