- Regular independent financial audits may be conducted.
- When a local government sells or removes an asset funded by the capital renewal fund, it must reinvest its value (or the funded portion) into another eligible project that benefits the community.

- Payments are made twice a year, by the end of January and July.
- Local governments must submit a four-year capital renewal plan that can be modified if conditions or decisions change.
- Local governments must provide annual financial reports, progress reports, completion reports, and a state of infrastructure report every four years.
