- Heritage and industrial landscape work, including the enhancement of industrial remains and the conservation or requalification of heritage buildings or building components
- Built-environment interventions, including graphic or kinetic art, façade or roof animation, vegetation, solar-energy equipment, and construction or renovation using recycled, circular, or reused materials
- Green and blue infrastructure, including references to former waterways, rainwater retention or filtration, and plantings that support biodiversity corridors
- Mobility and public-space projects, including intra-lot active mobility routes, safe cohabitation of transport modes, last-mile logistics centres, and ground floors connected to public space
- Temporary and public-facing uses, including public leisure or multi-use spaces, local services, temporary or transitional uses, and visible thresholds or interstitial spaces
Documents Needed
- Completed application form written in French
- Preliminary technical drawings produced by a professional
- Photographs of the site, space, or building façade to be redesigned, if applicable
- Project schedule and project financial package, including the status of external financing and any other aid received or to be received
- Recent Québec enterprise register registration, financial statements for the last two fiscal years, and owner agreement if the applicant is not the property owner

Who is eligible?
- Private businesses, non-profit organizations (OBNL), cooperatives, and social economy enterprises
Who is not eligible
- Municipalities, municipal groupings, metropolitan communities, and MRCs
- Ministries and organizations of the Québec government
- Companies under the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act
- Educational institutions
- Health and social services institutions and public transit companies
Eligible expenses
- Professional fees for specialized subcontracted services directly involved in the project
- Equipment, materials, and supplies, including information technology equipment and software, whether purchased or rented for the project period
- Property interventions directly linked to the project, including leasehold improvements or modifications to a building or landscaping asset, excluding land purchase
- Communication, graphic design, production and distribution of promotional materials, and the promoter’s direct labour
- Contingency costs, up to 30% for construction costs and up to 10% for other expenses
Ineligible Costs and Activities
- Space rental, applicable taxes such as TPS and TVQ, vehicles, and carbon offset credits
- Ongoing office, communication, secretarial, and administrative expenses
- Legal and accounting fees
- Debt service, repayment of future borrowings, capital loss or replacement, and capital payments
- Expenses incurred before project acceptance, except professional fees for proposal preparation such as due diligence and technical studies, and costs related to activities not linked to the project

Processing and Agreement
- Selected projects sign a loan offer letter with PME MTL Grand Sud-Ouest.
- The contract sets out the conditions of the financial assistance, payment terms, and obligations of the parties.
- Disbursement is made upon receipt of invoices and other conditions specified in the contract.
- A disbursement schedule is included in the agreement.
- PME MTL Grand Sud-Ouest may refuse any project or part of a project.
