Overview
The Programme d'appui aux relations canadiennes (PARC) supports registered Canadian non-profit organizations, educational institutions, research institutes, and non-profit cooperatives in Quebec or other provinces and territories to strengthen relations between Quebec and the rest of Canada. It funds expert exchanges, pan-Canadian networks, and activities such as forums, conferences, and workshops.

Who is eligible?
- Duly registered Canadian organizations with head office in Quebec or another Canadian province or territory
- Non-profit organizations, educational institutions, research institutes, and non-profit cooperatives
Who is not eligible
- Government ministries and agencies from Quebec or any other Canadian government
- Authorized or registered political parties, recognized political-party bodies, and political education organizations
- For-profit organizations and businesses, and individuals
- Organizations listed in the Registre des entreprises non admissibles aux contrats publics
- Organizations that failed the Secretariat's subsidy conditions in the last two years, have not submitted a compliant final report for a currently subsidized PARC project, failed SQRC accountability conditions or obligations after notice regarding prior Quebec government financial aid, do not meet the required integrity standards, or are in bankruptcy, liquidation, or judicial settlement proceedings
Eligible expenses
- Lodging, meals, reasonable travel in Canada only from or to Quebec and within Quebec, local transportation, and carbon offset costs for participants directly involved in organizing the project
- Salaries and fees for people assigned to the project, including related social benefit costs
- Simultaneous interpretation, translation, production of reference tools or documents, registration fees, and logistics costs when justified
- Communication and promotion costs directly linked to the activity, up to 10% of total eligible expenses, administration costs, up to 10%, and audit fees when required
Ineligible Costs and Activities
- Translation of scientific articles produced by Quebec experts
- Projects mainly consisting of a one-way artist performance in a festival or professional diffusion context
- Projects mainly consisting of hiring a consulting firm or purchasing services
- Projects already supported by another Secretariat financial assistance program
- Projects of a religious or political nature, or linked to an advocacy campaign
Selection criteria
- Relevance of the project to the program objectives and, for Volet 2, to the themes identified by the Secretariat.
- For Volet 1, the context justifying the participation of a Quebec expert or the transfer of Quebec expertise, and the importance and quality of that participation or transfer.
- Structural impact, including visibility and reach, impact elsewhere in Canada, potential for new collaborations, participant numbers and diversity, and positive results for Quebec or communities elsewhere in Canada.
- Quality of the file and partnership, including the quality of the coparticipation, the quality and relevance of the partnership or collaboration, and the history of links between the organizers.
- Applicant capacity and project feasibility, including organizational stability, financial capacity, staff expertise, realistic budget, realistic chance of delivery, and diversified funding sources.
How to apply
- Complete the prescribed application form and the budget grid, and attach the other required documents for the selected volet.
- For Volet 2, submit only through a project call when one is open.
- Send the application by email to programme.relations-canadiennes@mce.gouv.qc.ca.
Processing and Agreement
- The Secretariat du Québec aux relations canadiennes reviews complete applications and may use external expertise.
- Some projects may also be submitted for advice to Quebec offices in Canada or the relevant Quebec sector ministries.
- The target processing time is 60 working days, or about three months, from submission of a complete application.
- A final report judged compliant is required for any previously funded project before a new request can be submitted.
- The SQRC may request audited financial statements or other supporting documents at any time for verification.
