  • Pre-approved environmental assessment and Indigenous consultation costs.

Ineligible Costs and Activities

  • Costs incurred before project approval, except certain pre-approval environmental and consultation costs.
  • Cancelled project costs.
  • Land, building, and equipment leasing costs not directly tied to construction.
  • Operating expenses and routine maintenance.
  • Financing charges, loan interest, and most legal and dispute-resolution fees.
