Eligible expenses

• International travel between Québec and the Basque Country, accommodation, and stay expenses
• Daily allowances for Québec interns or artists in residence in the Basque Country
• Event organization or participation costs linked to the project
• Virtual collaboration costs
• Publication, translation, and interpretation costs for project results
• Equipment, technology, and tool design, development, acquisition, or adaptation costs
• Transport of materials and artworks
• Travel insurance

Ineligible Costs and Activities

• Core operating costs and staff remuneration
• Costs already funded by another government program for the same expense
• First-class or business-class travel and excess baggage fees
• Travel for the foreign partner to Québec or travel outside the Basque Country
• Expenses incurred before the funding announcement letter is signed
• Debt financing, loan repayment, or financing of a project already completed
• Legal fees

• Step 1: Prepare the project file
  • Build a complete application with the required project information, budget, and partner details.
  • Ensure the project is bilateral and supported by other funding sources.
• Step 2: Submit the application
  • Send the completed application through the program’s application process.
  • Applications must be filed by the Québec coordinator.
• Step 3: Review and decision
  • The application is assessed by the Ministry of International Relations and Francophonie with relevant ministries.
  • The final decision and funding amount are determined by the responsible ministry.
• Step 4: After selection
  • Selected organizations must submit a financial report and a narrative report on the project.

• Applications are reviewed by the Ministry of International Relations and Francophonie with relevant sector ministries.
• The submitted information may be shared with those ministries for assessment.
• The ministry responsible keeps final selection authority and decides the amounts awarded.
• Selected organizations must provide financial and narrative reporting on the funded project.

• The selected organization must provide a financial report and a narrative report on the funded project.
• The Québec government funding is granted only to the Québec partner.
• The project must involve a partner from Québec and a partner from the Basque Country (Spain).
