Eligibility

Who is eligible?

  • Canadian citizens or permanent residents of Canada living in Quebec.
  • Legally incorporated and registered legal entities whose head office is located in Quebec, including educational institutions, cooperatives, research centers, businesses, hospitals and organizations with an establishment in Quebec.

Eligible expenses

  • Expenses for organizing or taking part in a symposium, conference, seminar, festival or similar activity.
  • Expenses related to organizing training or knowledge-sharing activities, publishing or disseminating the results, and organizing videoconferences.
  • Visa issuance fees, if applicable.
  • Expenses related to the purchase or rental of materials, equipment or software, including shipping costs.
  • Consulting fees, research contract fees or market research fees.

Ineligible Costs and Activities

  • Any expense related to an organization's ongoing operating funding and the normal remuneration of its staff.
  • Any expense that has already received assistance from another government program covering the same expense.
  • Travel expenses.
  • Travel expenses and daily flat-rate allowances for stays outside Haiti for Quebecers or outside Quebec for Haitians.

  • Relevance of the project in light of the objectives, targeted sectors and expected outcomes.
  • Innovative nature, soundness and feasibility of the project.
  • Consistency, rigor and diversity of the financial package.
  • Potential for the establishment of complementary and lasting partnerships, as well as the reach of the project and its results.
  • Consideration of the orientations of Quebec's International Policy, other government strategies and plans, and security risk management capabilities, where applicable.

Processing and Agreement

  • The project evaluation process is coordinated by the Ministry of International Relations and La Francophonie in close collaboration with the relevant Quebec sectoral ministries.
  • Information submitted as part of the call for projects may be shared with these ministries.
  • The Ministry of International Relations and La Francophonie retains responsibility for the final selection of projects and the determination of the amounts awarded to them.
  • The organizations whose projects are selected must produce a financial and narrative report on the funded project.

  • It is part of Quebec's Territorial Strategy for Latin America and the Caribbean (STALA) and the Cooperation Agreement between the Government of Quebec and the Government of the Republic of Haiti.
