How to apply

Check eligibility

  • Confirm that the organization belongs to an eligible category, such as a cultural organization, public library, Indigenous organization or committee, or community organization working with youth aged 12 to 18.
  • Verify that the organization respects any previous commitments made to the Ministry, if applicable.
  • Make sure the project and the organization meet all eligibility requirements before preparing the application.

Prepare eligible project

  • Ensure the project targets youth aged 12 to 18 and aims to generate positive effects on their mental health.
  • Include cultural activities that require active participation from young people.
  • Confirm that the project will take place in Quebec and end no later than December 31, 2026.

Set up application file

  • Register or update the organization’s profile in the di@pason online system as a partner client.
  • Complete this registration at least one week before the deadline to allow the Ministry time to validate the file.
  • Prepare the required information and supporting documents, including the project description, budget, team presentation, latest financial statements, resolution, and signed Conditions of Grant documents.

Submit the application

  • Submit the online funding application through the di@pason form during the call for proposals period.
  • Send the application between May 12 and June 20, 2025, no later than 4:30 p.m.
  • Make sure the file is complete, understandable, and based on accurate information, since incomplete files may need to be corrected within the time allowed by the Ministry.

Await evaluation

  • Wait for the Ministry to review the eligibility, relevance, quality, and expected impacts of the project.
  • Provide any additional information or documents requested during the analysis period, within the required deadlines.
  • Understand that only projects passing the evaluation may receive financial assistance, subject to available budget and program limits.

Receive approval

  • If approved, sign the funding agreement with the Ministry.
  • Receive the first installment, which represents at least 50% and at most 80% of the announced grant amount.
  • Collect the remaining balance according to the project’s nature, duration, and deliverables.

Processing and Agreement

  • The Ministry reviews the application for admissibility and project relevance.
  • It may use external expertise to assess the proposal.
  • Only complete and accurate applications are considered for funding.
  • If approved, a funding agreement is signed before payment is made.
  • Final reporting is due three months after the project ends.
