- Federal Crown corporations

- International organizations without a registered business presence in Canada
Eligible expenses
- Eligible project costs related to the development and commercialization of the technology solution
- Costs incurred and paid by eligible participating organizations
Ineligible Costs and Activities
- Projects already approved or already in progress
- Projects that cannot be completed by December 31, 2027
- Projects that would qualify as a designated project under federal environmental and impact assessment legislation

Processing and Agreement
- Expression of Interest submissions were reviewed for eligibility, readiness, and fit.
- Qualified applicants were invited to submit a Full Project Proposal.
- Complete proposals were evaluated by a Project Selection Committee and included an online presentation and Q&A session.
- The final co-investment decision was made by Digital based on the committee’s recommendation and board parameters.
- The project lead received a decision letter within 3 weeks of the evaluation session, followed by a Master Project Agreement for approved projects.
