- Federal Crown corporations
- Government departments and agencies
- International organizations without a registered business presence in Canada, for co-investment purposes
Eligible expenses
- Eligible project costs incurred and paid by Eligible Members.
- Project fees deducted from co-investment payments.
Ineligible Costs and Activities
- Project activities carried out by international organizations are not eligible for Digital co-investment unless pre-approved as foreign cost for an Eligible Member.
- Organizations that are not members in good standing are not eligible for co-investment.

Processing and Agreement
- Step 1: Expression of Interest review
- Digital reviews complete EOIs for eligibility, fit, and readiness.
- Additional information may be requested.
- Applicants receive a decision by email.
- Step 2: Full Project Proposal review
- Eligible FPPs are reviewed for completeness and eligibility.
- Complete proposals are assessed by an independent Project Selection Committee.
- The committee may request more information and provide feedback.
- Step 3: Investment decision and agreement
- Final investment decisions are made by Digital.
- Successful applicants sign a Master Project Agreement within 30 days.
Additional information
- Only qualified applicants are invited to the full proposal stage.
- All project partners must be DIGITAL Members or Associates at submission.
- A cybersecurity insurance policy of at least $5 million is required.
- The project must be completed by December 31, 2027.
