Who is eligible?
- Non-profit legal entities, organizations, public legal entities and Indigenous public authorities.
- Research centers and institutes.
- Businesses, including sole proprietorships operated by a natural person.

- Individuals who wish to submit an application in their own name.
Eligible expenses
- Travel and living expenses, including the daily living allowance
- Purchase or rental of equipment, up to 30 % eligible expenses
- Costs related to organizing in-person or virtual events
- Knowledge dissemination costs, including the publication of articles, participation in conferences or colloquia, or the organization of a workshop or seminar
- Translation and interpretation costs
Ineligible Costs and Activities
- Salaries or fees related to carrying out the project
- Travel expenses in first class, business class or equivalent, as well as excess baggage fees
- Transfers of funds to third-party organizations or individuals
- Costs of acquiring infrastructure equipment, vehicles, land and buildings
- Operating expenses related to the organization's ongoing activities
- Expenses that do not correspond to the objectives of the call for projects

Selection criteria
- Relevance of the project, namely its objectives, context and issues (25 %).
- Alignment with the objectives of the call for projects and the predominance of Indigenous participants, supported by the community, within the proposed delegation (15 %).
- Ability of the applicants to carry the project through to completion and to provide accountability to the Ministry (15 %).
- Feasibility of the project, timeline and budget (20 %).
- Scope, sustainability and anticipated relevance of the collaboration links created or strengthened (15 %; showcasing and sharing the main achievements with the organization and the community of belonging (10 %).

Processing and Agreement
- The submitted projects are evaluated by the Ministry in close collaboration with the relevant Quebec sector ministries.
- The submitted information may be communicated to these ministries.
- The Ministry retains responsibility for the final selection of projects and for determining the amounts that will be granted to them.
- Any beneficiary must submit a brief one-page report on the subsidized activity or event.
- The report must be submitted within 30 working days following the event or activity.

- The Indigenous Communities and Cultural Diplomacy component is part of the measure 3.4.1 of the Northern Action Plan 2023-2028.
- It is financially supported by the Société du Plan Nord (SPN).
