Eligibility
Who is eligible?
- Professional artists, including writers, and organizations listed in the culture-education directory.
- Professional cultural organizations, professional organizations in the communications sector, and national cultural leisure organizations that receive operating support from the Ministry; professional cultural organizations not listed in the culture-education directory but working with youth clientele for more than 2 years are also eligible.
- Public libraries.
- Higher education art training schools supported by the Operating Support program for art training organizations.
- Indigenous organizations or committees whose mission or mandate is to contribute to the cultural development of the young people in their community.
Who is not eligible
- For-profit organizations, such as businesses and private companies.
- Ministries, health and education institutions, as well as budgetary and non-budgetary organizations of the Government of Quebec.
- Museums established under the Museums Act and the Act respecting the Montreal Museum of Fine Arts.
- Cultural organizations under the Government of Canada, universities, and research centers.
- Applicants listed in the Register of Enterprises Ineligible for Public Contracts, applicants in default of obligations after formal notice, applicants that do not meet integrity requirements, and applicants that are insolvent, bankrupt, or making a proposal before financial assistance is confirmed.
Eligible expenses
- Labor costs, including employee benefits
- Costs of purchasing or producing materials intended for students or their parents
- Promotion costs and costs related to disseminating the results of the activity
- Travel expenses in accordance with the rates in force in the Government of Quebec
- Costs of renting premises or equipment, administrative costs, and contingency costs, within the prescribed caps

- Equipment purchases, subcontracting, legal fees, and pre-approval expenses

Selection criteria
- Consistency with the purpose and objectives pursued by the program (12 %)
- Alignment of the project with the artist's expertise or the applicant organization's mission and demonstration of know-how with a youth clientele (9 %)
- Innovative nature of the project compared with what is already offered to young people by their institution (6 %)
- Suitability of the project for the targeted age groups and alignment with educational goals, priorities and orientations, particularly with regard to educational success (9 % and 2 %)
- Quality of the project and expected outcomes: description of the activities, experience and skills, realism of the budget projections, commitment of the institution, number of participants, effects on young people and the reach of culture and communications, including the project's inclusive nature
How to apply
- Submit the application online using the form available in di@pason; it is automatically sent to the Ministry's regional office responsible for processing it.
- Submit the application during the project call held from 17 August 2026 to 5 October 2026.
- Register in the di@pason system as a partner client, or update your profile, before submitting.
- Provide in the form or attached documents the information requested for the assessment of the application.
- Provide the Ministry, within the required time limits, with any additional information and documents it requests during the review.
Processing and Agreement
- Applications are reviewed by the Ministry, with external expertise if needed.
- Files are assessed for admissibility, relevance, quality, and expected impact.
- Only complete and accurate applications can be evaluated.
- Funding is confirmed only after approval and a signed agreement.
- The Ministry may visit the project site and verify use of funds.
