Activities funded

  • Photos in .jpg format of the main façade, other sides of the building, one interior room, the mechanical room if applicable, the main heating equipment, the nameplate of the main heating equipment, and any other important heating or ventilation equipment if applicable

Who is eligible?

  • Cooperatives
  • OBNLs
  • Private owners of buildings built before 1945 or of commercial buildings with more than 50% of the area or housing units occupied by OBNL or COOP tenants
  • Fabriques
  • Condominium syndicates, including their administrators or authorized representatives

Who is not eligible

  • Municipalities and other territorial, provincial, and federal administrations
  • School boards
  • Organizations listed in the Registre des entreprises non admissibles aux contrats publics (RENA)
  • Applicants not released from bankruptcy
  • Applicants with amounts outstanding with the City of Québec or who defaulted on prior City financial aid within the previous two years after formal notice

Eligible expenses

  • Professional fees, consulting services, studies and analyses, including surveys and measurements
  • Energy modeling, cost estimates, profitability calculations, feasibility studies, and plans and specifications for architectural or mechanical integration
  • Studies to quantify building-use intensity and to improve infrastructure supporting sustainable mobility

Ineligible Costs and Activities

  • Internal expenses incurred by the applicant
  • Commitments and expenses made before the funding agreement is signed
  • Expenses incurred to prepare the application
  • Expenses for materials and equipment, including their purchase and installation
  • Work related to the implementation of the decarbonization plan, including tender preparation and management and site supervision

Eligible geographic areas

  • Territory of the City of Québec

Selection criteria

  • Potential for direct greenhouse gas reductions, assessed by comparable building category
  • Area dedicated to social economy activities or social housing
  • Contribution to the conservation of heritage buildings in Québec City
  • Internal capacity of the owner-side project team and diversity of building typologies represented
  • Quality of the application and originality of the expert proposal

How to apply

  • Verify that your organization and the building meet the program eligibility requirements.
  • Identify the project team and clarify the start-up objectives for the decarbonization plan.
  • Request one or more offers of services from building experts and attach them to the application.
  • Complete the application form and send the complete file by email to AmenagementEnv@ville.quebec.qc.ca before 16 h on Monday, 17 February 2025, with the subject line Décarbonation – Nom de l’entreprise – Date de dépôt.

Processing and Agreement

  • The selection committee meets after the call closes and confirms selected candidates by June 2025.
  • Selected projects must begin after the funding agreement is signed by the City and the successful applicant and must be completed by 30 January 2026.
  • Participants must provide the City’s required accountability documents at the end of the project by the deadline indicated in the award letter.
  • To receive the final payment, the participant must provide the decarbonization plan, questionnaire responses, copies of receipts for eligible expenses, and a compilation table of total eligible expenses.

  • Pilot initiative supporting decarbonization of Québec City’s non-municipal building stock
  • Financed by the Ministry of the Environment, the Fight Against Climate Change, Wildlife and Parks under the Plan pour une économie verte 2030
  • The City may use plan information anonymously to support its aid programs and those of MELCCFP unless written consent is obtained
