Call for Projects — Innovations in Health Prevention
Teams and organizations with demonstrated capacity to implement projects in real-world settings, including health and social-service institutions, educational institutions, community organizations and nonprofits. Overview
Santé Québec, with the MSSS, funds preparation and scaling of health-prevention innovations whose effectiveness or relevance has already been demonstrated in real-world settings. Projects must improve population health in Québec and address social inequalities in health.
Priority themes are smoking and nicotine-vaping cessation, reduced alcohol consumption, physical activity, healthy eating, and access to related preventive clinical practices. Activities funded
Preparation projects consolidate existing evidence, assess value and deployment conditions, and develop a detailed implementation plan for Québec. Scaling projects deploy, adapt or transfer proven innovations to additional settings or territories, with structured impact evaluation.
Supported prevention themes cover tobacco and nicotine vaping, alcohol, physical activity and sedentary behaviour, healthy eating, and access to related preventive clinical practices.
Documents Needed
A detailed project and innovation description; available evidence of value and real-world effectiveness; a scaling or deployment plan; a presentation of the project leads; a detailed budget; an impact-evaluation plan involving an eligible hub or RÉIS team; and partner support letters where applicable.
Eligibility
Who is eligible?
Teams and organizations with demonstrated capacity to implement projects in real-world settings, including health and social-service institutions, educational institutions, community organizations and nonprofits. Partnerships and consortia may apply.
Businesses may participate as partners if they are not the project's sole beneficiaries and the outcomes primarily serve the collective interest.
Who is not eligible
Business participation that benefits only the business does not meet the partnership conditions. Research projects, projects focused mainly on technological development or proof of concept, and innovations without prior real-world evidence are ineligible.
Eligible expenses
Necessary project costs may include direct personnel costs and benefits, student scholarships, materials and supplies, equipment purchase or rental, project travel and accommodation, impact evaluation, professional and specialized services, subcontracting, knowledge dissemination, specialized platforms, studies and documentation, and participant compensation.
Equipment is capped at 25% of total eligible expenses. Impact evaluation is capped at 20% of the total project budget. Travel must comply with the applicable Québec government standards.
Ineligible Costs and Activities
Excluded costs include spending or contractual commitments before submission, regular operating expenses, recurring subscriptions and software-update fees, capital and depreciation expenses, sponsorships, debt and capital payments, executives' salaries, intellectual-property maintenance, commercialization, and property acquisition, construction or expansion. Research, technology-development-led projects, proof of concept and innovations lacking prior real-world evidence are excluded activities.
Eligible geographic areas
Projects must benefit the population of Québec and support implementation or adaptation in Québec settings.
Selection criteria
The selection committee considers strategic alignment with the call and the provincial prevention strategy, contribution to reducing social inequalities in health, demonstrated value of the innovation, prior results, expected population benefits and scaling potential. Structured partnerships and meaningful user or citizen involvement may strengthen a proposal.
How to apply
Review the official guide and identify an eligible evaluation partner. Prepare the project description, prior evidence, deployment or scaling plan, team presentation, detailed budget, evaluation plan and any partner support letters.
Submit the complete application using the online form linked from the official Québec.ca page by November 20, 2026. Questions: prevention-sante@sante.quebec.
Processing and Agreement

Selected projects are scheduled to be announced January 8, 2027. Recipients must contribute to at least one experience-sharing and knowledge-transfer activity, including evaluation results.
