Call for Projects in the Context of the Antalya Climate Change Conference

Who is eligible?

• The eleven Indigenous nations in Québec recognized by the National Assembly of Québec, represented by their communities, a duly mandated grouping of communities, or a non-profit Indigenous organization registered for at least one year in the Registre des entreprises du Québec.
• Québec non-profit organizations, including research centres, educational institutions, or foundations, registered for at least one year in the Registre des entreprises du Québec and active in a field related to international climate negotiations.

Who is not eligible

• Public organizations of the Government of Québec subject to the Loi sur le vérificateur général.

Eligible expenses

• Project organization and delivery costs, including room rental, audiovisual equipment rental, printing, activity promotion, photography, recording, audiovisual diffusion, Internet communication, simultaneous interpretation, and eco-responsible measures.
• Round-trip economy airfare between Québec and Antalya, including complementary train or bus tickets and one checked bag up to the airline’s maximum permitted weight.
• Transport between the representative’s residence and a Québec airport or Ottawa International Airport, between a European city and Antalya in the stated case, between Antalya airport and lodging, and between lodging and the COP-31 site when no free shuttle or transit pass is available.
• Accommodation in Antalya or nearby.
• Rental and setup of an exhibition booth at the COP-31 site.

Ineligible Costs and Activities

• Airplane seat reservations.
• Food and beverages, including catered meals.
• Operating costs of the selected applicant, including staff or contractor compensation, and costs incurred by local employees if the applicant has an office in Türkiye or Europe.
• Estimated market value of goods or services acquired free of charge, greenhouse gas emission compensation, and prizes for attendance or participation.
• Costs already funded or requested under another call, program, initiative, or mission, and non-refundable transport, lodging, or room reservations made before cancellation, including related penalties.

Eligible geographic areas

• The COP-31 site in Antalya, Türkiye.

• Project quality, including its content, interest, and educational reach.
• The level of international visibility it offers to Québec and/or to the Indigenous nation, community, or organization in Québec involved.
• The knowledge or expertise of the applicant and, where applicable, its partners.
• The project’s promotion and visibility strategy, including the possible impact of the planned publicity.
• Cofinancing, fit between the proposed project and the expected outputs, and the project’s impacts and follow-up internationally and, where relevant, in Québec.

• Complete the form corresponding to the applicant’s situation.
• Send the duly completed form by email to Appeldeprojets_Negosclimat@environnement.gouv.qc.ca no later than 5 July 2026 at 23:59.

• Projects are reviewed by a selection committee made up of representatives from MELCCFP and the Ministry of International Relations and La Francophonie.
• The government will ask Environment and Climate Change Canada for one accreditation per selected applicant so a representative can enter the UN secure blue zone of COP-31.
• After the project ends, selected applicants must submit an activity report and admissible supporting documents, and these must be judged compliant before reimbursement is processed.
• If a selected applicant changes the designated project lead or substantially changes the project, MELCCFP must be informed, and a substantial change requires confirmation from MELCCFP before reimbursement remains eligible.
• Approved reimbursement is paid by direct deposit into the selected applicant’s financial institution account.

• The call is financed by the Fonds d’électrification et de changements climatiques within the Plan pour une économie verte 2030 action to strengthen and extend Québec’s strategic climate partnerships on Canadian and international stages.
