Documents Needed
- Annex I – Déclaration de personnes liées for each natural person listed in points 1.5 and 1.6, and supporting documents justifying the absence of direct or indirect participation in the daycare’s operation or management, where applicable.
- A copy of the constitutive document if the applicant is a legal person.
- A copy of the declaration of registration or initial declaration in the Registre des entreprises du Québec, and any amendments; natural persons must also provide a copy of their declaration of registration.
- For a new CPE or a new subsidized daycare application, a scanned copy of the traite bancaire, chèque visé or mandat-poste must be attached to the form.

- An existing CPE or subsidized daycare seeking to increase capacity or create a new installation.
- A non-profit legal person duly constituted that is applying for a CPE or subsidized daycare permit.
- A for-profit legal person duly constituted that is applying for a subsidized daycare permit.
- A band council applying for a subsidized daycare permit or a capacity increase.
- A natural person applying for a subsidized daycare permit.

- Mauricie: Ville de La Tuque.
- Outaouais: TBC 7-03; MRC La Vallée-de-la-Gatineau; Gatineau.
- Côte-Nord: TBC 9-04; TBC 9-06; MRC Minganie; MRC Sept-Rivières; Nutashkuan; Maliotenam; Uashat.

Selection criteria
- Feasibility: realism of the schedule, financial information, and organizational capacity.
- Relevance: consistency with childcare needs, especially places for children under 18 months, and territorial development priorities.
- Quality: coherence of the service offer, organization of groups and ratios, educational program, governance and resource management, and the installation environment.
- For capacity expansion projects, priority is given to projects without redevelopment, then with redevelopment, then with enlargement.
How to apply
- Fill out the form online or by hand in black ink and leave the grey areas blank.
- Complete all sections of the form and sign it.
- For a new CPE or a new subsidized daycare, send the required traite bancaire, chèque visé or mandat-poste by registered mail to Direction de la gestion des permis, 600, rue Fullum, 6e étage, Montréal (Québec) H2K 4S7, and attach a scanned copy to the email.
- Email the completed application and required documents to mfa.permis@mfa.gouv.qc.ca with ADP PNI as the subject.
- Send the email by 24 April 2026 at 16 h 30; applications cannot be submitted in person, by mail, or by fax.
Processing and Agreement
- The Ministry sends an acknowledgment of receipt after submission.
- During eligibility verification, the applicant must respond quickly to Ministry messages and monitor the email address listed in the application, including spam folders.
- If information or documents are missing or incomplete, applicants have 10 working days to provide the missing items.
- After a non-admissibility notice, a review request can be filed by email within 10 working days using the dedicated form.
- If the project is authorized, the applicant must carry it out as described, send monthly progress reports, and non-compliance may lead to recovery of the assigned places.
