• Scholars
• Health professionals
• Postdoctoral scholars
• Independent researchers
• Principal applicants affiliated with a Canadian postsecondary institution or affiliated institution, including hospitals, research institutes, and non-profit or non-governmental organizations with a mandate for health research or knowledge translation; individuals working with municipal, provincial, or territorial governments are also eligible if the proposed research is not already funded by that government sector

Eligible expenses

• Personnel
• Evaluation and equipment
• Dissemination
• Materials and supplies
• Travel and accommodations, plus other costs related to the approved project

Ineligible Costs and Activities

• Membership fees
• Personnel payments related to severance, performance, or maternity leave
• Costs of ongoing organizational activities, statutory and extended benefits above the 20% ceiling, ongoing operational support, overhead or administrative fees expressed as a percentage of ongoing activities, capital costs, and unidentified miscellaneous costs
• Travel and hospitality costs above National Joint Council rates, provision of services that are the responsibility of other levels of government, and rental charges for space or computer use when already owned by the recipient organization
• Stand-alone symposia, workshops, conferences, audio-visual production, and website or smartphone application development and maintenance when unrelated to the research project

• Projects collecting or analyzing real-world data are prioritized over simulations or modelling.
• Projects that include or focus on Indigenous populations or other equity-deserving groups are prioritized.

• Complete the letter of intent using the program template.
• Prepare the letter of intent in Microsoft Word or PDF format.
• Email the submission to cgc.solicitations-csc@phac-aspc.gc.ca with phmgd-cierpp.domsp@phac-aspc.gc.ca in cc.

• Make sure your email address is included in the application.

• Letters of intent may be shown to external reviewers, including professional and academic experts and representatives from other levels of government.
• Submitting a letter of intent means agreeing to possible external review of the proposal.
• Successful applicants will be invited to submit a funding request.
• The Public Health Agency of Canada is under no obligation to enter into a funding agreement as a result of this process.
• The agency may reject any submission, accept any submission in whole or in part, or cancel and re-issue the invitation at any time.

• Applicants are encouraged to submit the letter of intent in the official language of their choice.
• Funding recipients may be expected to report on actions related to official language minority communities, including Francophones outside Quebec and Anglophones in Quebec.
• Applicants are expected to incorporate Gender-based Analysis Plus considerations, including age, culture, income, language, education, and geography.
