  • Properties owned by another municipality
  • Properties owned by provincial or federal government
  • Phase III applicants who are not the property owner
  • Phase III projects that also receive Phase IV funding

Eligible expenses

  • Environmental testing and site assessment costs
  • Remediation and contamination management costs
  • Exposure control and monitoring costs
  • Costs for sustainable remediation or interim-use infrastructure
  • Eligible Phase III remediation items such as consulting, lab fees, excavation, disposal, and backfill

Ineligible Costs and Activities

  • Costs for construction that would have been incurred without remediation
  • Underground parking construction costs
  • Costs for properties owned by the City, another municipality, or federal/provincial government
  • Phase III grants for projects that also receive Phase IV funding
  • Phase IV grants for projects that receive Phase III funding

Processing and Agreement

  • Applications are reviewed by the City of Edmonton and may require additional information.
  • Some Phase III applications in CRL areas are reviewed by the Executive Leadership Team.
  • Preliminary approval requires a Grant Funding Agreement.
  • Applicants may appeal certain panel decisions in writing within 14 days.
  • Payments are made only after required reports, approvals, and tax confirmation are completed.

  • A waiting list is managed on a first come, first served basis.
  • Successful applicants must sign a Grant Funding Agreement.
  • Applications may be reviewed by the City and, in some cases, by City Council or ELT.
