Broadcaster Envelope rules and allocation terms updated
The 2026-2027 Summary of Changes updates Broadcaster Envelope allocation rules for 2027-2028: factor weights were revised, the gender balance requirement directing at least 50% of BE Allocations to projects where 40% of key personnel positions are held by women was removed, and any English or French BE Allocation exceeding 37% of the annual envelope budget in each language market will now be capped at 37%. The Linear Content Production Application Guide and related forms also add new process requirements, including DAF re-approval steps when distributor funding changes, a shift in threshold wording to the Eligible Market Commitment Threshold and minimum envelope allocation, and a note that Eligible International Entities may support minority threshold applications in some genres. Appendix A now also states that signed Broadcaster Agreement and Distributor Agreement forms are required for certain eligible fees and advances.

  • A completed and approved electronic BROADCASTER AGREEMENT FORM (BAF) linked to the application form for each Canadian broadcaster providing an eligible licence fee and a contribution from its 2026-2027 CMF Broadcaster Envelope; BROADCAST LICENCE AGREEMENT(S) for all Eligible Licence Fee.
  • If applicable, a DISTRIBUTOR AGREEMENT FORM (DAF) for all applications using an Eligible Distribution Advance; DISTRIBUTION AGREEMENT(S) or proof of distribution commitment, with signed and dated commitment letters accepted at this stage; for Children’s & Youth and Documentary genres only, confirmation of ELIGIBLE FINANCIAL CONTRIBUTION from an Eligible International Entity if contributing to the minority share of the Eligible Market Commitment Threshold of an Eligible Project.
  • Documentation confirming sources of DOMESTIC AND/OR FOREIGN FINANCING; detailed federal and provincial TAX CREDIT CALCULATION page(s); detailed production BUDGET signed and dated.
  • SYNOPSIS detailing the themes, subject matter and setting of the storyline; NARRATIVE POSITIONING ATTESTATION; SUMMARY OF CHAIN OF TITLE; COPRODUCTION AGREEMENT(S); for International Treaty Coproductions, a completed TREATY APPLICATION for the Preliminary Recommendation if available; electronic DECLARATION OF THE CORPORATION’S CANADIAN STATUS, AND ITS SHAREHOLDERS AND DIRECTORS; CERTIFICATE OF INCORPORATION; SHAREHOLDER’S OR PARTNER’S AGREEMENT; BY-LAWS; CORPORATE SECRETARY’S CERTIFICATE.

Additional information

  • Applications must be submitted according to the Program Deadlines published on the CMF website.
  • The CMF relies on self-identification information associated with each individual’s PERSONA-ID number to determine eligibility for dedicated Programs, exclusive reserved portions of Program budgets, Envelope credit, Evaluation Grid points, ranking position in selective programs, and statistical and analytical purposes.
  • Applicants will not receive an acknowledgement letter from the CMF Program Administrator / Telefilm Canada.
