Broadcaster Envelope rules and allocation terms updated
The 2026-2027 Summary of Changes updates Broadcaster Envelope allocation rules for 2027-2028: factor weights were revised, the gender balance requirement directing at least 50% of BE Allocations to projects where 40% of key personnel positions are held by women was removed, and any English or French BE Allocation exceeding 37% of the annual envelope budget in each language market will now be capped at 37%. The Linear Content Production Application Guide and related forms also add new process requirements, including DAF re-approval steps when distributor funding changes, a shift in threshold wording to the Eligible Market Commitment Threshold and minimum envelope allocation, and a note that Eligible International Entities may support minority threshold applications in some genres. Appendix A now also states that signed Broadcaster Agreement and Distributor Agreement forms are required for certain eligible fees and advances.

Eligibility

Who is eligible?

  • A for-profit production company, meaning a taxable Canadian corporation within the meaning of Canada’s Income Tax Act
  • A Canadian Broadcaster

Who is not eligible

  • Entities that provide services but do not own the applicable rights

Eligible expenses

  • Versioning costs normally incurred by distributors to assist in foreign market sales

Ineligible Costs and Activities

  • sponsored productions
  • sports, news, game shows, current affairs, and public affairs
  • lifestyle productions, reality television, infomercials, and music videos
  • formal or curriculum-based educational programs, foreign format buys without significant Canadian adaptation and creative contribution, magazine productions, talk shows, talkshows culturels, and non-cultural galas and award shows
  • reporting and current events, religious programs, fundraising productions, benefits, tributes, promotional productions, pep rallies, travelogues, and interstitials

Selection criteria

  • Allocations are distributed at the beginning of each fiscal year based on past performance in commissioning and airing linear content projects

How to apply

  • In Dialogue, choose Create Broadcaster Agreement Form and select the correct Project activity: Development or Production.
  • Submit the BAF to the selected Broadcaster for approval.
  • After the Broadcaster approves the BAF, use the BAF ID # in the CMF funding Application form.
  • In the Linear funding Application form, click Add in the Broadcaster Agreement Forms section and select one or more approved BAF(s) from the pull-down menu.

Processing and Agreement

  • Once submitted, the BAF will be sent to the selected Broadcaster for approval.
  • The Broadcaster can modify the BAF before approving it.
  • When a Broadcaster approves your BAF, you will receive a notification task and can use the BAF ID # in a CMF funding Application form.
  • Any Applicant receiving approval for funding will be required to sign a legally enforceable agreement.
