Who is eligible?

  • Properties outside the designated Community Improvement Project Areas
  • Applicants without owner consent where required
  • Properties with outstanding tax arrears
  • Applicants seeking both CIP programs for the same property

Eligible expenses

  • Approved façade or heritage improvement works.
  • Architectural or design fees for eligible works, up to 15% of the grant amount.
  • Landscaping tied to façade projects, up to 15% of the total grant amount.

Ineligible Costs and Activities

  • Work started before application approval.
  • Labour provided by the applicant.
  • General maintenance and roof or eavestrough repairs under the façade program.
  • Fixed awnings, painting masonry, and sandblasting paint from masonry under the façade program.
  • Interior renovations and non-original roof materials under the heritage program.

Processing and Agreement

  • Applications are reviewed by the CIP Review Team and, where applicable, the Municipal Heritage Advisory Committee.
  • The Review Team makes a recommendation to Council, which makes the final decision.
  • Approved applicants must sign an agreement with the Municipality.
  • Payment is issued after completion, inspection, and submission of paid receipts.
  • No appeal is available from Council’s decision.

  • Applications are reviewed on a first-come, first-served basis.
  • Applicants should allow two to three months for review.
  • Approved projects require a signed agreement with the Municipality.
  • Grant payment is made only after project completion and receipt submission.
