Who is not eligible

• Applicants with property tax arrears or other city accounts in default
• Properties with outstanding City orders not resolved
• Projects that do not meet the program’s planning and zoning requirements

Eligible expenses

• Professional fees for design, studies, and project documentation
• Construction and renovation costs for eligible improvements
• Municipal planning and permit fees, where applicable
• Environmental site assessment, remediation, and related costs
• Eligible taxes, rebates, or fee-based assistance under program rules

Ineligible Costs and Activities

• Costs for appeals, tribunal proceedings, or court proceedings
• Required performance securities such as letters of credit
• Long-term debt financing costs
• Temporary signs and sign removal costs
• Security cameras, alarm systems, roll-down shutters, and security staff

• Alignment with the CIP goals and program purpose
• Project readiness and completeness of the proposal

• Step 1: Pre-application consultation
  • Meet with City staff to review eligibility and project details.
  • Confirm the program requirements and timing.
• Step 2: Submit complete application
  • File the completed application form and supporting materials.
  • Provide the documents and project information required by the program.
• Step 3: City review and approval
  • The City reviews the application and may inspect the property.
  • If approved, the City issues a letter and/or agreement.
• Step 4: Complete the work and submit proof
  • Carry out the project and obtain required permits.
  • Submit invoices and proof of completion for payment.
