Who is eligible?
- All Alberta cities, towns, villages, summer villages, counties and municipal districts, specialized municipalities, Métis Settlements, and the Special Areas
- The Cities of Calgary and Edmonton for the City Transportation Fund component
- Alberta's fifteen cities and two designated urban service areas for the Basic Capital component
- Towns, villages, summer villages, and eligible hamlets for the Streets Improvement component
- Counties, municipal districts, Métis Settlements, and the Special Areas for the Rural Transportation component
Who is not eligible
- Private organizations
- Non-government agencies
- Charitable societies
- Non-government operating authorities
Eligible expenses
- Construction and rehabilitation of local and regional roads and streets
- Construction and rehabilitation of municipal bridges
- Capital expenditures for municipally-owned transit infrastructure, including LRT lines and stations, bus terminals, and transit vehicle storage and maintenance buildings
- Purchase and major rehabilitation of transit passenger vehicles, including buses and LRVs
Ineligible Costs and Activities
- Operating, routine maintenance, and administrative expenditures
- Small spot improvements and routine maintenance for roadways and bridges
- Purchase of mobile equipment and tools
- GST, municipal financing or carrying costs, litigation and legal fees
How to apply
- Submit the annual applications and statements through the Transportation Department’s web-based online system, Municipal Grants Management Application (MGMA).
- For the Streets Improvement Component, apply to the Regional Director in your area.
- Provide the listing of proposed work for the upcoming and/or future years for review and acceptance by the Regional Director.
Processing and Agreement
- All documentation is reviewed by regional staff for eligibility and conformance with program guidelines.
- Department staff communicate through MGMA, e-mail, and written correspondence as appropriate.
- Grant funding may not be provided until the necessary project/program applications for the year have been accepted by TRANS and the financial reports for the previous year have been submitted to TRANS.
- For the City Transportation Fund, the Minister must review and accept the eligible projects contained in the annual Application for Program Acceptance.
- For the Streets Improvement Component, the grant allocation is forwarded after acceptance of the municipality’s outline of proposed work and previous year’s statement.
Additional information
- The program is effective April 1, 2011 and replaces the City Transportation Fund, Basic Capital Grant, Streets Improvement Program, Rural Transportation Grant, and Provincial Highway Maintenance Grant.
- Annual applications and statements must be submitted through the Transportation Department’s web-based online system, Municipal Grants Management Application (MGMA).
- Grant funding in any one year may not be provided until the necessary project/program applications for the year have been accepted by TRANS and the financial reports for the previous year have been submitted to TRANS.
