Basement flooding subsidy expanded
The Basement Flooding Protection Subsidy Program now shows an expanded subsidy structure effective May 1, 2026 for eligible work completed on or after November 12, 2025. The updated program now lists up to $6,650 per property and adds or revises eligible work including a home plumbing assessment, backwater valves and alarms, sump pumps with alarm and battery backup power, and foundation drain severance and capping. The page also now shows the current support contact as BasementFlooding@toronto.ca and 416-338-7668 for checking subsidy history, and the supporting assessment form title now appears as Notice of Collection instead of Assessment Home Plumbing. The support material for mandatory downspout disconnection remains separate and is still identified as not eligible for a subsidy.

Selection criteria
- Subsidies are issued on a first-come, first-serve basis.
How to apply
- Before work starts, verify that your contractor and any sub-contractors have a valid City of Toronto business licence.
- For a home plumbing assessment, have your licensed plumber complete the Home Plumbing Assessment Form and give you a copy to include with your application.
- For backwater valve installation, obtain a building permit and request an inspection once installation is complete; do not enclose or cover the valve before the inspection is complete.
- For sump pump installation, take photos of the sump pump and discharge pipe at the exterior of the property after installation.
- Complete the Basement Flooding Protection Subsidy Program online application.
- Include the original electronic invoices from your contractor and any sub-contractors.
Processing and Agreement
- The City will review your application and determine your eligibility for a subsidy.
- Incomplete applications or applications missing required documentation will not be processed.
- If your application is denied, you will be notified by email.
- It can take up to 10 weeks to receive the subsidy.
