Eligibility

Who is eligible?

  • B.C. residents can apply for the B.C. Application for Health and Drug Coverage.
  • Canadian citizens and permanent residents can apply for provincial health insurance through MSP.
  • People already enrolled in MSP can use the same form to apply for Fair PharmaCare and Supplementary Benefits.

Who is not eligible

  • Visitors and tourists in B.C. are not eligible for MSP.
  • CAF members are not eligible for MSP coverage.
  • Spouses who do not live in British Columbia are not eligible for Fair PharmaCare.
  • People who are exempt from liability to pay income tax by reason of any other act are not eligible for Supplementary Benefits.

Eligible expenses

  • Medically required services of physicians and surgeons, and dental or oral surgery performed in a hospital.
  • Prescription drugs, dispensing fees of up to $11 for each prescription, and some medical devices and supplies.
  • Acupuncture, chiropractic, massage therapy, naturopathy, physical therapy, and non-surgical podiatry from approved providers.

Ineligible Costs and Activities

  • Fair PharmaCare does not cover costs from previous years.
  • Fair PharmaCare does not cover costs from times when the family’s MSP coverage was not active.
  • Supplementary benefits received outside of the province are not covered.

How to apply

  • Apply online at my.gov.bc.ca/msp/enrolment/check-eligibility.
  • Apply by mail using the Application for Enrolment, HLTH 101, and mail the completed form to Health Insurance BC, Medical Services Plan, PO Box 9678 Stn Prov Govt, Victoria BC V8W 9P7.
  • Apply in person at any Service BC location.

Processing and Agreement

  • If you apply for MSP with Fair PharmaCare and/or Supplementary Benefits, your MSP enrolment is processed first.
  • You will receive a letter about MSP enrolment, then separate letters for Fair PharmaCare and/or Supplementary Benefits.
  • Your Fair PharmaCare account becomes active as soon as your MSP enrolment is complete.
  • If you only apply for Fair PharmaCare and/or Supplementary Benefits, you will receive separate letters from each program within weeks of applying.
  • If you qualify for Supplementary Benefits, you can claim reimbursement for covered services from January 1 to December 31 of the year in which you qualify.

  • The B.C. Application for Health and Drug Coverage can be used for MSP, Fair PharmaCare, and Supplementary Benefits.
  • The form is currently only available in English.
  • Fair PharmaCare coverage is for families, not individuals.

Application for Health and Drug Coverage program, you must: Applicants must already be enrolled in MSP or apply for MSP at the same time to register for Fair PharmaCare and/or Supplementary Benefits. Fair PharmaCare requires consent for PharmaCare to check income with the Canada Revenue Agency. Supplementary Benefits require adjusted net income of $42,000 a year or less.
