Who is eligible?
- Agricultural producers
- Taxable entities, including individuals, corporations or trusts
- Limited partnerships, communes, cooperatives, and First Nation Bands
- Producers who lease land in British Columbia for the purpose of overwintering bees and receive the necessary inspections and permits from the British Columbia government
Who is not eligible
- Research stations
- Government funded agencies or institutions
Eligible expenses
- Uninsurable infrastructure repair and cleanup costs
- Return to production expenses not eligible under existing programs such as AgriStability or B.C. Disaster Financial Assistance
- Flood clean-up labour, equipment use, and receipted costs
- Repair or removal of uninsurable farm structures and farm production equipment
- Transportation costs, lost feed for breeding livestock, licensed veterinarian treatment, and replacement of owned uninsurable hives and associated colonies
Ineligible Costs and Activities
- Costs related to preparing the land for replanting, including tilling of the soil, application of crop inputs, placement of wood chips, dead plant removal, dead plant disposal, and removal of trellis
- Movable equipment and hand tools
- Preparing the land for production, including placement of wood chips, dead plant removal, dead plant disposal, removal of trellis, and replacement of trellis

How to apply
- Complete the General Application Form
- Submit the General Application online with supporting documents using a free Basic BCeID account, or use the printable/fillable application
- Return the completed application package and supporting documents by email, fax, mail, or drop it off at any local Ministry of Agriculture and Food office
Processing and Agreement
- The Program Administrator is authorized to receive, assess, verify, and initiate Payments relating to applications
- The Program Administrator may reject any application that is inaccurate or incomplete
- Once information has been received, applicants will be contacted within two weeks
- The Program Administrator may conduct audits and inspect flooding losses before Payment is issued
- Disputes of a decision must be registered in writing within 21 calendar days of the notice of decision, and the Appeals Committee will review the objection and supporting information
Additional information
- The program is not meant to compensate for farm income losses and does not reduce the need to purchase commercial insurance for farm assets and infrastructure.
- Damage assessment specialists will be available for individualized support.

To be eligible for the B.C. 2026 Food Security Flood Recovery Program program, you must:
Agricultural producers in the Designated Area impacted by the December 2025 flooding and with their main farmstead in British Columbia
Yearly gross revenues on the most recent tax year preceding December 10, 2025 of not more than $15 million
Owned or leased crop production land or Eligible Livestock in the Designated Area as of December 10, 2025; bee-loss applicants must be duly registered under the Animal Health Act for British Columbia and have a valid beekeeper producer number
