Eligibility
Who is eligible?
- Legally constituted for-profit or non-profit enterprises.
- Enterprises whose main activity is audiovisual production, especially film and television production.
- Enterprises with a head office and operations on the Capitale-Nationale territory.
Eligible expenses
- Project start-up costs, including the phase before research and concept development.
- Writing fees and development consulting fees, including content, script, and financing advisors.
- Option or rights acquisition costs for adaptation projects, plus travel and research-related travel expenses.
- Director fees when relevant, and costs related to producing a pilot or demo.
- Development support costs and producer fees, each up to 20% of total eligible expenses.
Ineligible Costs and Activities
- Expenses incurred before the application is submitted, except in exceptional cases to be discussed with the Ville.
- Captations, corporate or promotional projects, making-ofs, music videos, school and didactic projects, reality shows, variety shows, service or magazine programs, game shows, and projects whose sole purpose is to modify an already completed work.

- Quality and feasibility of the project: 23%
- Acquisition of skills for key personnel and the company: 30%
- Workforce, including local hiring and key project positions: 26%
- Impact on the sector, including project territory and local spending: 10%
- Applicant track record: 5%; rayonnement, including distribution intentions and showcasing the territory: 6%
How to apply
- Submit the application in French.
- For an English-language production, complete the form and all requested documents in French, except creative documents, which may be submitted in English.
Processing and Agreement
- Applications are analyzed by a committee made up of analysts from the three co-financing partners.
- A recognized cinema and television expert reviews the creative vision, originality, and audacity of the project.
- The committee’s recommendation must be approved by the municipal authorities, and the Ville de Québec communicates the decision and provides feedback.
- Funding is confirmed by a resolution and an agreement between the successful company and the Ville de Québec, which sets the payment schedule.
- The company must carry out the project as submitted, report any changes to the project’s nature, objectives, schedule, or budget, complete the supported development stage within 36 months, and submit the work balance form to receive the final tranche.
