  • Associations and collective-mandate organizations already supported for operating costs by the Ministry of Culture and Communications or the Quebec Arts Council

Eligible expenses

  • Salaries and benefits
  • Professional fees and subcontracting
  • Operating expenses such as rent, insurance, taxes, supplies, infrastructure TI, maintenance, and messagerie
  • Expenses for mission-related activities, promotion and marketing, and gala or awards activities
  • Equipment rental, purchase of materials and equipment dedicated to activities, and IT development

Ineligible Costs and Activities

  • Costs related to the sale of cultural products or services, including purchase, distribution, transport, transaction fees, rights, commissions, and sales taxes
  • Activities of diffusion such as festivals and programming events, and commercial activities such as salons and public or professional markets
  • Activities outside the core mission of the association or collective-mandate organization, including activities not addressed to SODEC-eligible client groups
  • Activities already supported by other SODEC programs or fully supported by other government programs
  • Projects that derogate from laws and regulations or go against government policies, including violence, sexism, pornography, or discrimination

Selection criteria

  • Capacity to represent sector issues and define the sector vision, or to define the organization’s mission according to identified needs
  • Capacity to plan and implement concrete actions linked to the sector vision or the organization’s mission
  • Capacity to mobilize and bring together the largest possible number of members or businesses, or to reach the public
  • Capacity to organize, deploy, and diversify financial resources while demonstrating sound financial health
  • For galas or awards, capacity to mobilize the industry, professionals, and the public around annual recognition activities

How to apply

  • Submit the application through the secure SOD@ccès portal
  • Create your user profile if you are a new user, or enter your access codes
  • Select program number 30-54-00 for an annual request or 30-54-01 for a three-year request, which is possible on invitation only
  • Complete the main application form and upload all required documents in the portal
  • Make sure the application is complete and compliant, because incomplete files by the deadline are declared inadmissible and must be submitted again

Processing and Agreement

  • Applications are analyzed by SODEC professionals, and external opinions may be sought if needed
  • Assessment is comparative and takes into account the mission, activity impacts, sector context, and socio-economic priorities identified by the government or SODEC
  • A funding agreement must be signed, and aid remains conditional on respecting that agreement, the program, and any previous award
  • SODEC may request any information, documents, or supporting vouchers it deems necessary during processing and follow-up
  • The closing report must be submitted no later than six months after the association’s fiscal year end

  • Written materials submitted to SODEC must be in French, unless an exception applies under the SODEC language directive.
