Eligibility

Who is eligible?

  • Windsor-based arts, culture, and heritage organizations
  • Windsor residents applying as individuals
  • Not-for-profit organizations and registered charities

Who is not eligible

  • For-profit organizations
  • Organizations receiving concurrent funding from the City of Windsor for the same initiative
  • Projects focused primarily on sports, commerce, religion, healthcare, or social services

Eligible expenses

  • Artist and performer fees
  • External contracted fees
  • Venue costs
  • Design, production, fabrication, and installation costs
  • Volunteer recruitment, training, and support

Ineligible Costs and Activities

  • Decorations, food, and beverage costs

How to apply

  • Step 1: Consult Culture staff
    • Speak with staff by email or phone before the deadline.
    • Share detailed information about the proposed project.
  • Step 2: Complete the online application
    • Access the application during the open intake period.
    • Fill in all required fields and attach supporting materials.
  • Step 3: Submit online
    • Submit the application through the online portal only.
    • Keep the confirmation email for your records.

Processing and Agreement

  • Applications are reviewed by a jury working with City staff.
  • Jurors assess applications using five equal criteria.
  • Applicants are notified of the decision by email or mail, about one month after the deadline.
  • Conditional grants are paid only after the conditions are met.
  • Final decisions are final and cannot be appealed.

  • A virtual public information session is offered at least once a year, is not mandatory, and is recommended for first-time applicants only.
