Overview
Eligible Canadian organizations can apply for up to $3,000,000 to develop and deliver financial empowerment services and supports that improve the financial wellbeing of low-income adults. Funded activities must address more than one aspect of financial wellbeing, offer more than one type of service, include at least one formal partnership, engage low-income adults in project design and implementation, and strengthen organizational capacity in partner collaboration and sustainability planning.
Activities funded
- Develop and deliver multiple financial empowerment services and supports that improve the financial wellbeing of low-income adults.
- Implement a project that addresses more than one aspect of financial wellbeing and provides more than one type of service.
- Carry out the project through at least one formal partnership, with defined roles and responsibilities for partners.
- Engage low-income adults in actively contributing to the project’s design and implementation.
- Build organizational capacity through activities that strengthen partner collaboration and sustainability planning.

Eligibility
- The applicant organization must be located in Canada and have a CRA business/registration number or proof of provincial incorporation/registration.
- The applicant must be an eligible organization type: not-for-profit (including charities and other qualified donees), Indigenous organization (including band/tribal councils and self-government entities), or a provincial/territorial public entity (for example an educational institution, health/social services organization, or municipality).
- The project must be carried out in Canada and align with the objective of developing and delivering financial empowerment services that improve the financial wellbeing of low-income adults.
- The project must address more than one aspect of financial wellbeing and provide more than one type of service.
- The project must include at least one formal partnership and include opportunities for low-income adults to actively contribute to the project’s design and implementation.
Eligible geographic areas
- Canada (organizations must be located in Canada; project activities must take place in Canada).
Selection criteria
- Project objectives: how the project will achieve the program objectives.
- Organization’s capacity: recent, significant, and relevant experience delivering related programs/services.
- Project activities, timelines and feasibility: clarity of activities, realistic timelines, and feasibility of implementation.
- Project results and impact: expected results/outputs/outcomes, alignment with the funding objective, and how results will be measured and reported.
- Project budget: clarity of how funds will be used and whether costs are reasonable and support project activities.

- Confirm your project aligns with the objective and key requirements (multiple aspects of financial wellbeing, multiple service types, at least 1 formal partnership, community contribution, activities in Canada)

Gather supporting documents
- Compile your required documents: application form, attestation, budget detail template, and CRA/provincial registration document with your organization’s address
- Ensure your organization meets eligibility criteria (located in Canada and eligible organization type)

Choose how to apply
- Choose your submission method: online (GCOS), email, or mail
- If applying online, create a GCOS account (may take up to 10 business days)

Complete application and budget
- Complete the Application for funding form (EMP5523) with all mandatory information
- Complete the budget detail template (EMP5570)

Finalize the attestation
- Complete Part 4 attestation by checking the required boxes and providing the representative’s name, title, and date
- Confirm the representative has authority and that the information is true, accurate, and complete

Review package completeness
- Verify your application package includes all 4 required items and is complete
- If applying by email or mail, print and sign the required sections of the application form

Submit your application
- Submit online via GCOS, or email the complete package to EDSC.DGOP.PPDSEF.AF-FE.SDPPCF.POB.ESDC@servicecanada.gc.ca, or mail it to the National Grants & Contributions Delivery Centre (ESDC), 140 Promenade du Portage, Phase IV, 4th Floor, Gatineau QC K1A 0J9
- Submit before the deadline specified in the call for proposals

Await funding decision
- Wait for ESDC to review your application and make a funding decision
- Monitor communications in case additional information is requested
Processing and Agreement
- Employment and Social Development Canada (ESDC) reviews your submitted application.
- ESDC decides whether you will receive funding.
- Funding decisions were expected in fall 2021.

- The application period for this Call for Proposals was open from May 25, 2021 (12:00 pm EDT) to July 6, 2021 (12:00 pm EDT), and the current status is closed.
- Funding decisions were expected to be made in fall 2021.
- Applicants could only submit an application to one of two Calls for Proposals (this call or the “Social Inclusion of Vulnerable Children and Youth” call); if more than one application was submitted, only the first would be reviewed.
- Organizations located and operating in Quebec may need to obtain approval from the Quebec government before accepting the funding if selected.
