Apply for a technological innovation project in the realm of GHG emission reduction eligible for the consigned funds

Who is eligible?

• Emitters.

Eligible expenses

• Surcost related to the purchase of off-road electrified rolling stock for on-site use, compared with the same equipment powered by fossil fuels.
• Professional service fees, specialized services, subcontracting, and salaries and social benefits of employees working directly on the project.
• Equipment rental, acquisition and installation, project management, and transport of equipment and materials.
• Travel and stay expenses, intellectual property protection and rights or licences, and costs for quantification, validation, and verification of GHG reductions.
• Audit costs requested by the Minister, operating surcost for conversion to renewable electricity, green hydrogen, first-generation renewable natural gas, residual biomass sourced in Québec, or bioenergy produced by pyrolysis using residual forest biomass, and Québec administrative fees directly linked to the project up to 10% of the sums paid.

Ineligible Costs and Activities

• Expenses incurred before written confirmation from the Minister, including contractual commitments, debt service, loan repayment, capital loss or replacement, and capital payments.
• Production losses, scrap, and other losses caused by project-related activities.
• Operating expenses for routine activities, such as salaries of managers or executives.
• Land acquisition or development, Québec sales taxes, commercialization expenses, intellectual property maintenance, and compliance upgrades.
• Operating surcost linked to the use of fossil fuel.

• Complete the Project Submission Form, including tabs 1, 2, 3, 5, and 6, and the Project and Monitoring Plan – Technological Innovation.
• Clearly identify the measure or measures requested in tab 1 of the Project Submission Form.
• Submit the form to the MELCCFP before December 31, 2030.

• After analysis, the Minister confirms whether the project is eligible, and the emitter must wait for this confirmation before incurring expenses.
• If the project is not completed by year-end, submit the updated Project Submission Form and the Project progress report between January 1 and March 1 each year.
• Complete the project financial planning update form in June and November each year; it is sent by email.
• Once completed, submit a final report within 60 days of the end of the project-related activities and no later than five years after the submission date.
• If expenses amount to $100,000 or more, submit a financial audit report with the annual or final report, and provide the external-auditor guidelines to your financial auditor.
