Activities funded

  • Improvement of biosecurity practices in farms (quarantine infrastructures, carcass management, access control, hygiene and sanitation).
  • Strengthening of animal welfare and animal handling (restraint equipment, monitoring systems, ventilation, animal comfort, management of farrowing or farrowing/lambing/kidding).
  • Development and implementation of training, audits, and standardized protocols in biosecurity and animal welfare specific to each sector.
  • Modernization of beekeeping facilities and leafcutter bee production to reduce diseases and improve health management.

Documents Needed

  • Duly completed Animal Health and Biosecurity Program reimbursement application form (according to the species concerned).
  • Copies of detailed invoices in the applicant’s name for eligible expenses and equipment.
  • Proof of payment of the invoices (bank statements, credit cards, or images of processed cheques, as needed).
  • Completed Veterinary-Client-Patient Relationship (VCPR) verification form, where required.
  • Validated biosecurity self-assessment or recommendation report (for honey bees and leafcutter bees), if applicable.

Eligibility

  • Operate an eligible type of production (beef cattle, bison, cervids, dairy, hogs, poultry, bees, leafcutter bees, sheep or goats).
  • Demonstrate a minimum annual gross farm income in Saskatchewan ($15,000 or $50,000 depending on the sector and stream).
  • Have a Saskatchewan Premises Identification (PID) number for the operation.
  • Have completed the required sector-specific training, certification or validation in biosecurity and animal welfare.
  • Have a valid Veterinary-Client-Patient Relationship (VCPR) where required by the sector.

Who is eligible?

  • Agricultural producers in Saskatchewan (individuals, corporations, cooperatives, partnerships) in the beef cattle, bison, cervid, dairy, hog, poultry, beekeeping, leafcutter bee, sheep, and goat sectors.
  • Saskatchewan First Nations bands operating eligible livestock or production (beef cattle, bison, cervids, dairy, hogs, poultry, bees, leafcutter bees, sheep, or goats).

Who is not eligible

  • New operations without existing permanent infrastructure for the keeping and handling of animals or for beekeeping.
  • Operations that do not meet the minimum farm gross income requirements specified for the sector.

Eligible expenses

  • Fees for veterinary assessments and development of biosecurity and animal welfare protocols or manuals.
  • Purchase of biosecurity equipment (fences, quarantine pens, RFID readers, washing and disinfection systems, in-vessel composters, high-pressure cleaning equipment, water treatment equipment, etc.).
  • Purchase of animal welfare and handling equipment (restraining cages, chutes, scales, remote monitoring systems, alarms, fans, non-slip mats, approved euthanasia equipment, improved feeding or care systems, etc.).
  • Audit and certification fees (for example VBP+ for beef cattle) within the prescribed limits.
  • Equipment specific to beekeepers and leafcutter bee producers (paraffin melters, wax melters, microscopes, high-pressure washers, cell breakers/conditioners, UV traps, etc.).

  • Operations located in the province of Saskatchewan (Canada).

How to apply

  • Step 1: Eligibility verification
    • Review the program requirements for your species and type of operation.
    • Confirm compliance with income thresholds, training/certification requirements, and the EFP.
  • Step 2: Completion of training and prerequisites
    • Complete the required sector training (VBP+, sheep/goat, apiculture, swine, poultry programs, etc.).
    • Establish and have validated a Veterinarian-Client-Patient Relationship (VCPR) or a biosecurity self-assessment report, depending on the sector.
  • Step 3: Purchase and installation of equipment
    • Purchase eligible equipment from recognized suppliers and install it or make it operational.
    • Keep all invoices and proof of payment related to the project.
  • Step 4: Preparation of the reimbursement application
    • Download and complete the reimbursement application form corresponding to your species.
    • Attach the required invoices, proof of payment, VCPR forms, and validated reports.
  • Step 5: Submission of the application
    • Submit the complete file by email to the indicated address or by postal mail to the Saskatchewan Ministry of Agriculture.
    • Keep a complete copy of the application and supporting documents for your records.

Processing and Agreement

  • Applications are accepted on a continuous basis until March 31, 2028.
  • Applications are processed only once the projects are completed, the equipment is installed, and the invoices are fully paid.
  • Proof of payment may be requested by the Ministry to verify expenses.
  • Payments are made in the form of reimbursement of eligible costs once the application is approved.

Additional information

  • Reimbursement requests are accepted on an ongoing basis until March 31, 2028.
  • Invoices must be paid in full before submitting the reimbursement request.
  • Only one reimbursement cap applies per operation, even if there are multiple sites or species.
  • Photos of the installed or functioning equipment may be required with the application.
